Punjab State Power Corporation Limited (PSPCL) has invited bids for the procurement of 200 MW solar power from grid connected solar photovoltaic power projects to be set up anywhere in Punjab.

PSPCL has invited prospective bidders for the e-bidding under Swiss Challenge Method, based on an existing offer in hand of PSPCL from a bidder, termed as originator/ proponent.

The last date for the submission of bids is June 30, 2023. Bids open on July 4, 2023.

The EMD is Rs. 4 Lakh / MW (Total Rs. 8 Cr. for 200 MW).

The minimum difference required for the challenger bid less than the base bid is fixed at Rs. 0.01/kWh. Bidders can only quote any value (as challenger bid) lower than the base bid value taking into consideration of the minimum decrement value mentioned above. However, increase in tariff will not be permissible. If no counter bid less than the base bid value is received, the base-bid becomes the winning bid subject to final approval by competent authority.
If counter bid(s) less than the base bid value are received, the lowest counter bid becomes the challenger bid. The base bid provider would be invited to match the challenger bid. If the base bid provider matches or offers lower price than the challenger bid, such bid shall become the winning bid; else, the challenger bid shall be the winning bid.

Earlier, PSPCL issued a tender for the procurement of 1000 MW of solar power via  competitive bidding. This will be followed by an e-reverse auction. The RfS is open to grid-connected solar photovoltaic power projects with a capacity of 5 MW and above, located anywhere in Punjab.

The Punjab government recently announced that the cultural city of Amritsar will be now developed as a ‘Solar City’ of the north-western state as state’s Renewable Energy Minister Aman Arora launched the Punjab State Energy Action Plan.
