Tender Issued for Rooftop Solar Systems at Hubballi Dharwad Smart City

Hubballi Dharwad Smart City Limited has issued a tender for rooftop solar PV systems worth approximately 340 kWp at government buildings under HDMC area

The Hubballi Dharwad Smart City Limited (HDSCL), Karnataka has issued a tender for the commissioning of rooftop solar PV systems worth approximately 340 kWP on discount over retail tariff basis on net metering or gross metering at multiple locations owned by the Hubballi Dharwad Municipal Corporation (HDMC).

The Smart City Proposal (SCP) for Hubballi Dharwad envisions implementing a number of projects divided into Area Based Development (ABD) projects and pan-city components. rooftop solar in government buildings is one of the projects proposed in the smart city proposal.

Under smart city development, rooftop solar PV installations are proposed for all new development structures and for the existing government buildings. Various government buildings in the Hubballi Dharwad City were surveyed and assessed for the suitability of rooftop solar PV installations. Energy consumption pattern, sanctioned power from HESCOM, power evacuation facility and structural capability of the buildings were also evaluated.

As part of this initiative, the HDSCL has invited proposals from reputed bidders to design, finance, manufacture, supply, installation, testing, commissioning, operation and maintenance of the rooftop solar PV systems for 25 years on discount over KERC Tariff basis for selected government buildings under HDMC area. The indicative potential capacity of 340 kWp has been planned across the eleven government buildings campuses.

Rooftop Solar Hubballi Dharwad

The last date for bid submission is June 17, 2020, and the techno-commercial bids will be opened on June 19, 2020. A pre-bid meeting has been scheduled for June 2, 2020, to address the concerns raised by the prospective bidders. All bidders are also required to deposit, along with their bids, an EMD of Rs 5.5 lakh for the proposed capacity.

To be eligible, the bidders must have designed, supplied, erected and commissioned as a developer or contractor, solar PV based grid-connected power plant(s) of cumulative installed capacity of 350 kWp or above in the last three years of which at least 150 kWp should be grid-connected rooftop solar PV power plants. Each rooftop solar PV power plant shall be at least 20 kW or above and should be operational during twelve months period prior to the bid due date.

Financially, the net worth of the bidder should be at least of Rs 60 lakhs for the last Financial Year and shall be profit-making organization during the last three financial years i.e. 2017- 18, 2018-19 and 2019-20.
