The Jhansi Smart City Limited has issued a tender, inviting bids from eligible firms for setting up hybrid type rooftop solar PV power plants with zero export device on government buildings/ offices at Jhansi Smart City Project under CAPEX Model in Uttar Pradesh.

The scope of work for the selected bidders will include the design, engineering, procurement, supply, installation, testing and commissioning of the rooftop solar systems. The developers will also be required t provide comprehensive operation and maintenance service for the plants for a period of 5 years from the date of the successful commissioning of the projects.

The estimated cost of the project is Rs 5.1437 crore and all bidders must submit an Earnest Money Deposit of Rs 10.29 lakh along with their bids. The selected developers will have a period of 6 months from the issuance of the letter of award to complete the work on the project.

The last date for bid submission is May 2, 2020, and the techno-commercial bids will be opened on the same date. The date and time of opening of the price bids will be intimated to the technically eligible bidders later. A pre-bid meeting has been scheduled for April 18, 2020, to address the concerns raised by the prospective bidders.

To be eligible, the bidder must demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as Rs 52 lakh of the estimated contract value for the subject contract(s) net of the Bidder’s other commitments. And, the minimum average annual turnover of the bidders should be Rs 1.70 crore, calculated as total certified payments received for contracts in progress and/or completed within the last 3 years ending 31st March of Previous Financial Year.

Furthermore, the bidder should have either;

a) One similar completed work of minimum Contract value of 80 percent of Estimated cost put to Tender in a single contract OR

b) Two similar completed work of minimum each Contract value of 50 percent of Estimated cost put to Tender in two different contracts. OR

c) Three similar completed work of minimum each Contract value of 40 percent of Estimated cost put to Tender in three different contracts.
