GUVNL to Procure Power From 700 MW Solar Projects in Dholera Opdenergy Seals Finance for Solar Projects Totalling 260 MWDC

GUVNL has issued a tender for the purchase of power from 700 MW of grid-connected solar PV power projects located in 1000 MW Dholera Solar Park (Phase-IX).

The Gujarat Urja Vikas Nigam Limited (GUVNL) has issued a tender for the purchase of power from 700 MW of grid-connected solar PV power projects located in 1000 MW Dholera Solar Park (Phase-IX).

As per the RfS, GUVNL is re-tendering the 700 MW capacity which remained unallocated in solar tenders invited by GUVNL on January 16, 2019, (Phase V) and June 24, 2019 (Phase VII) wherein a pre-bid meeting was held on January 30, 2019, and all the queries of the interested parties were discussed and deliberated at length and all the acceptable suggestions made during the Pre-Bid Meeting have been incorporated in the instant RfS and PPA. In view of the same, GUVNL has not scheduled another Pre-Bid Conference / Clarification Meeting.

The last date for bid submission is April 18, 2020, and the techno-commercial bids will be opened on April 20, 2020. The financial bids will be opened on April 27, 2020, followed by the e-reverse auction. All bidders must submit an Earnest Money Deposit of Rs 4 lakh per MW.

As per GUVNL, the tender has been issued in order to fulfill the renewable power purchase obligation (RPPO) and to meet the future requirements of Discoms.

The bidders selected by GUVNL based on this RfS, shall set up Solar Power Projects in Dholera Solar Park on Build Own and Operate basis in accordance with the provisions of this RfS document and standard Power Purchase Agreement (PPA). GUVNL shall enter into PPA with successful bidders for a period of 25 years from the scheduled commercial operation date of the project. The maximum tariff payable to the selected bidder and that a bidder can quote at any stage during the bidding process shall be Rs 2.92 per unit.

The Projects selected under this tender shall deploy solar PV technology. However, the selection of projects would be technology agnostic within the technology mentioned above. Crystalline silicon or thin-film etc., with or without trackers can be installed. Only commercially established and operational technologies can be used, minimise the technology risk and achieve the timely commissioning of the Projects.

Furthermore, out of the total 1000 MW capacity (20 x 50 MW) of Dholera Solar Park, the auction process for 300 MW (6 x 50 MW) has been already completed and plots P1, P2, P3, P4, P8 and P9 are already allocated in the already completed auction process. Accordingly, for capacity allocation under this tender, only 14 no. of plots (excluding plots P1, P2, P3, P4, P8, and P9) are available. Thus, the selection of Grid-connected Solar PV Projects for a total capacity of 700 MW from the remaining 14 No. of plots each with 50 MW Capacity (50 MW x 14), will be carried out through e-bidding followed by e-Reverse Auction process through this tender.
