WBPDCL Seeks Bids for 2nd 5 MW Floating Solar Tender at Sagardighi

WBPDCL's 22.5 5 MW Floating Solar Tender

A 5 MW grid-connected floating solar project on a raw water pond at Sagardighi thermal power station has been invited for bids by West Bengal Power Development Corporation (WBPDCL) via an e-tender and reverse auction. Within ten months of getting the work order, the project must be put into operation. The state’s previous largest floating solar plant is at another pond in the same complex, set up by Ciel et Terre on behalf of BHEL. 

The developer is required to offer complete operation and maintenance (O&M) services on a turnkey basis for five years. 

The deadline for bids is January 9, 2023. On January 11, bids will be accepted. As a performance assurance for the O&M period, the tender stipulated that 5% of the project cost plus GST would be kept.

After the project is successfully finished, the money will be returned to the developer at a rate of 1% annually. The earnest money deposit required for bidders is Rs 72 lakh. The winning bidders must furthermore provide a performance bank guarantee equal to 3% of the project’s total cost. 

Technically qualified Through the following channels, the eligibility requirements will be applied:

1) The last seven years must have seen the installation and commissioning of at least 5 MW of rooftop, ground-mount, or floating solar projects for bidders. One of these initiatives ought to be a 3 MW project with a single location. A minimum of one year should pass while this project is in operation. Additionally, they need to have managed at least one 3 MW solar project. The initiatives need to be running for at least a year.

2) Bidders can also submit a proposal if your company has performed engineering, procurement, and construction (EPC) work in the last 10 years in any of a variety of industries, including power, steel, oil and gas, petrochemical, fertiliser, cement, coal mining, or any other process industry. In their capacity as developers or EPC contractors, they should have completed at least one electrical substation with a voltage level of 33 kV or higher, including components such as power transformers and 33 kV or higher voltage level circuit breakers. A minimum of a year must have passed since the project began.

In the previous seven years, they ought to have finished three comparable works costing at least Rs 10 crore each, two comparable works costing Rs 12 crore each, or one work costing Rs 20 crore. The last three financial years’ minimum average yearly turnover for bidders was Rs 13.5 crore. Their net worth must equal at least 100% of the paid-in capital of their shares. 

Developers will be required to pay 0.5% of the project as liquidated damages if project commissioning is delayed, up to a maximum of 10% of the entire project cost.
