Tender for 7 MW Rooftop Solar Projects Under CAPEX Model Issued in Bihar

BREDA has invited bids for setting up rooftop solar systems under the CAPEX model for ~ 7 MW capacity at various government buildings in Bihar.

The Bihar Renewable Energy Development Agency (BREDA) has invited bids from eligible firms for setting up of rooftop solar photovoltaic (PV) systems under the CAPEX model for an estimated 7 MW capacity at various government buildings in Bihar.

The scope of work for the selected bidders will include the design, supply, installation, testing and commissioning of the grid-connected rooftop solar projects. The project developers will also be required to provide comprehensive operation and maintenance services for the plant for a period of 5 years from the date of successful commissioning.

The last date for bid submission is March 18, 2020 (online bids) and March 19, 2020 (for offline bids). The techno-commercial bids will be opened on March 19, 2020. All bids must be accompanied by an Earnest Money Deposit of Rs 2 lakh. The date and time of opening of the financial bids will be intimated later to the technically cleared bidders.

To be eligible for participating in the bidding process, the bidders must have a cumulative experience of executing >= 350 kWp grid-connected solar power plant and/ or off-grid plant in India during the last 3 years from the date of submission of the bid. And the bidder should have installed at least one grid-connected solar plant having a capacity of not less than 20 kW during that period.

Financially, the minimum average annual turnover of the bidder/JV as computed for the best 3 financial years out of the last 5 financial years should not be less than Rs 2 crore. And they should have a positive net worth during the last financial year.

As per the EOI, the size of the project shall be in the range of 1 kWp to 10 kWp for identified locations of concerned urban local bodies /Discoms. Under project may however comprise several rooftop units, with each rooftop permitted to be separately connected with the grid and have separate meters.

In August 2019, BREDA had issued a similar expression of interest (EoI) for the empanelment of bidders to install 10 MW of grid-connected rooftop solar projects under the CAPEX model on several government buildings in the state.
