The Bihar Renewable Energy Development Agency (BREDA) has issued an expression of interest (EoI) for the empanelment of bidders to install 10 MW of grid-connected rooftop solar projects under CAPEX model on several government buildings in the state.

The scope of work for the selected bidders will include identifying buildings, obtaining a no-objection certificate (NOC) from the necessary state Discoms, supply, and installation of bidirectional meters, design, engineering, manufacture, supply, storage, civil work, installation, testing, and commissioning of the rooftop solar projects. The developers will also be required to provide five-years of comprehensive operation and maintenance of the plants after their successful commissioning.

The last date for bid submission is September 4, 2019, and the techno-commercial bids will be opened on September 16, 2019. All bidders must submit a bid security of Rs 2 lakh along with their bids.

As per the EoI, the developers will have a period of 90 days from the issuance of the letter of award to complete the work on the project. And, all panels used for the project must be manufactured in India.

The projects will be allocated in capacities ranging from 1 kW to 10 kW for preselected locations of relevant urban local bodies or Discoms. Each project can have several rooftop units, and each rooftop unit will be separately connected with the grid and might include separate meters as well.

To be eligible, the bidder should have an experience of executing at least 350 kW of grid-connected solar power projects and off-grid solar projects in India over the last three years. The bidder should have installed at least one grid-connected solar project with a capacity of at least 20 kW commissioned in the last three years from the bid submission deadline. 

Financially, the minimum average annual turnover of the bidder for the best three financial years over the previous five financial years should be Rs 2 crore. The bidder should have a positive net worth at the end of the last financial year.
