Tender Issued for 5 MW Solar Plant at Kamarajar Port

Kamarajar Port Limited has issued an EOI for setting up of a 5 MW solar power plant at the port in Chennai.

Kamarajar Port Limited (KPL), formerly Ennore Port Limited, has issued an Expression of Interest (EoI) for setting up of a 5 MW ground-mounted solar PV power plant at the port in Chennai.

KPL is in the process of setting up of 20 MW total capacity solar power plant (ground-mounted) in a phased manner over the next 5 years. Now, it has proposed to set up 5 MW ground-mounted solar power plant during the year 2019-20 in the available Kamarajar Port land area.

As per the EoI, the selected developers will be required to set up the plant on a Public-Private Partnership (PPP)/ Build Own Operate (BOO) model for a long term concession period of 20-25 years with Power Purchase Agreement (PPA) with KPL for its internal consumption requirement. KPL will purchase of solar power produced equivalent to its internal consumption with annual escalation at a pre-determined tariff, which will necessarily be less than prevailing purchase rate at the location of the project.

The scope of work for the selected firm will be to design, engineer, finance, procure, construct, operate, maintain, market and transfer the ground-mounted solar power plant to KPL.

The land identified by KPL for setting up of solar power project is located on the east side of the land identified for Coastal Employment Unit (CEU) and westside of backwater in between Buckingham canal and the proposed CEU.

The proposed Solar PV Power Plant is expected to have an installed capacity of 5 MW AC in power export line at plant boundary and minimum 5.5 MWp of installed Solar PV modules on DC and maintaining inverter to module ratio of minimum 1:1.10. And as an additional provision in the EoI, Flat panel type polycrystalline silicon cell-based solar PV modules must be used for the project.

The last date for submission of intent for the development of the project is August 20, 2019.
