Tamil Nadu Energy Development Agency Calls for 20 MW Rooftop Solar Bids

A new tender for the installation and commissioning of 20 MW of grid-connected rooftop solar systems has been issued by the Tamil Nadu Energy Development Agency (TEDA). As per the notification, the installation will come on government buildings, state-run industrial facilities and educational institutions of Tamil Nadu.

The developers can submit their bids by February 15, 2023 and bids will be opened on the same day.

TEDA said that rooftop solar projects will be developed under a capital expenditure model that will cost Rs 120 crore. The successful bidder will also be obligated with operation and maintenance (O&M) of projects for five years.

TEDA notification said that bidders will have to furnish a bid processing fee along with a bid security deposit of Rs 1 crore. A performance security of 10% of the contract value is also demanded from a successful bidder.

A bidder is required to have experience in executing the installation and maintenance of grid-connected solar systems of 10 kW and above, solar pumps and hybrid power projects of a total capacity of 2 MW anywhere in India in the past three years.

As per TEDA, the bidders are required to show that they have access to liquid assets, lines of credit etc. which could help meet the cash flow requirements for the construction of the project.

Project requirements

The rooftop solar systems will be connected to the local utility through grid-connection under a net metering agreement. In this case, the excess energy produced by the consumer will be credited by the utility in the billing.

TEDA tender holds that developers will procure solar modules in the project only from the Approved List of Models and Manufacturers which is issued by the Ministry of New and Renewable Energy (MNRE).

The performance warranty of the solar modules should be of more than 90% of claimed efficiency for the first ten years. It should be over 80% during the next 15 years.

TEDA mentions that in case a developer is unable to commission the project in time, liquidated damages will be levied against the developer on a per-day basis which will be calculated for the performance security on a five month period. It will be subject to a maximum of 10% of the contract price.

The notification mentions that the rooftop solar project will be canceled and the total PBG amount will be forfeited if there is a nine months of delay in the project.
