The Solar Energy Corporation of India (SECI) has issued a Request for Selection (RFS) for selection of Green Hydrogen Producers for setting up production facilities for Green Hydrogen in India under the Strategic Interventions for Green Hydrogen Transition (SIGHT) Scheme (Mode-1-Tranche-I).

SECI has been appointed as the implementing agency for the SIGHT Programme- Component I: Incentive Scheme for Electrolyser Manufacturing under the National Green Hydrogen Mission. A single-stage, two-envelope bidding procedure will be adopted.

Under the RFS, the electrolyser manufacturer shall be required to set up manufacturing capacities for electrolysers, with the primary objective of promoting domestic manufacturing of electrolysers and Green Hydrogen production.

Bids under the RFS are invited under two buckets. The first bucket is for electrolyser manufacturing capacity based on any stack technology. The second bucket is for electrolyser manufacturing capacity based on any indigenously developed stack technology.

The total capacity is divided into two buckets: 1200 MW and 300 MW. For bucket 1, the minimum bid capacity is 100 MW. The maximum bid capacity is 300 MW. For bucket 2, the maximum bid capacity is 300 MW.

The electrolyser manufacturer will have to meet specific energy consumption equal to or less than 56 Kwh per kg of hydrogen production for incentive under the scheme. The guaranteed life of electrolyser shall be at least 60,000 hours.

The timeline for the electrolyser manufacturing facilities to be set up shall be 24 months from the issuance of the LoA. The EMD is INR 7,40,000 per MW.

The Indian Government approved the National Green Hydrogen Mission with an initial outlay of INR 19,744 Cr, including an outlay of INR 17,490 for SIGHT.
