RfS For Procurement of 500 MW Wind Power Issued in Maharashtra

MSEDCL has issued an RfS, inviting bids from eligible parties for the purchase of 500 MW of wind power on a long-term contract from wind energy projects.

The Maharashtra State Electricity Distribution Company Limited (MSEDCL) has issued a Request for Selection (RfS), inviting bids from eligible parties for the purchase of 500 MW of wind power on a long-term contract from wind energy projects.

The state distribution company has revealed that it plans to meet its non-solar renewable purchase obligation (RPO), by purchasing the wind power from these projects. The discom has set a ceiling tariff of Rs 2.52/kWh for procuring the power and it will sign a power purchase agreement (PPA) for 8 years with the selected operators/developers.

The last date for bid submission is July 5, 2019, and the techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for June 15, 2019, to address the concerns raised by prospective bidders. The price bids will be opened on July 10, 2019. The estimated cost of the project is Rs 400 crore, and all bidders must submit an Earnest Money Deposit of Rs 50 thousand/MW along with their bids as a bid security amount.

The RfS further states that the bidders need to be existing wind power project developers, including projects whose energy purchase agreements (EPAs) with the MSEDCL have already expired or are due for expiration on or before March 31, 2020. The bidder can either be a company, or a limited liability partnership, a consortium or any other wind power generator having an EPA with MSEDCL which has expired or going to expire in FY 2019-2020.

Projects with a minimum of 0.50 MW capacity will be allowed to bid after a strict quality check. Only certified wind turbine models listed in the revised list of models and manufacturers (RLMM), will be allowed.

Recently, MSEDCL has also issued an RfS, seeking bids from eligible bidders and projects for the procurement of 1 GW of solar power on a long-term basis from grid-connected projects. The last date for bid submission is July 9, 2019, and the pre-bid meeting has been scheduled for June 19, 2019.
