RECPDCL Issues RFP for 290 MW Solar Projects with Greenshoe Option

REC Power Development and Consultancy Limited (a wholly owned subsidiary of REC Limited, a Maharatna company under the Ministry of Power) has invited proposals from solar power developers for setting up 290 MW grid-connected solar power projects through tariff-based competitive bidding process. The tender comes with a greenshoe option of additional capacity of 290 MW on Build, Own, Operate (B-O-O) basis under the scheme for flexibility in generation scheduling of thermal/hydro power stations through bundling with renewable energy and storage power.

Land and connectivity shall be in the scope of the solar power developers. An Earnest Money Deposit of INR 9,00,000 per MW per project is to be submitted by the solar power developers.

The last day to submit bids online is December 12, 2023. The last day to submit bids (hard copy) is December 14, 2023. The bid opens on December 15, 2023.

While RECPDCL will assume the role of the bid coordinator, Prayagraj Power Generation Company Limited, a thermal power generating firm based in Uttar Pradesh, is the procurer.

INR 17,50,000 per MW within seven working days prior to signing of PPA has to be submitted as Performance Bank Guarantee (PBG).

For projects located outside Uttar Pradesh (whether connected to CTU or to STU of their home States), the delivery point/metering point shall be Uttar Pradesh periphery, that is, the point at which the CTU network is connected to the Intra-State Transmission network of Uttar Pradesh.
Accordingly, all charges & losses, including the STU transmission charges and losses of the SPD’s home State, usage of ISTS systems including connectivity charges/ GNA access charges towards additional GNA or any other charges incidental to transmission of such power till delivery
point as may be applicable from time to time, POC, scheduling / SLDC/ RLDC charges etc. as applicable shall be borne by the bidder/ solar power developer.
