NTPC to Empanel Consultants for Inspection & Testing of Solar Modules

NTPC Ltd has invited online applications for the empanelment of consultants for carrying out third party quality inspection and testing of solar PV modules

NTPC Inspection Testing Modules

NTPC Limited has invited online applications from eligible domestic and international consultants/agency for the empanelment of consultants for carrying out third party quality inspection and testing of solar PV modules.

The tentative scope of work for the empaneled consultants will include:

  1. Factory audit of the PV module manufacturer(s) including pre-production planning.
  2. Round-the-clock (24/7) production supervision and in-line inspection of the PV modules being offered to NTPC by the PV module manufacturer as per terms of reference (TOR).
  3. Quality control of the manufactured PV modules through random sample selection, performing and witnessing laboratory tests (external and/or internal as per requirement) on the selected samples and conducting pre-shipment inspection per lot. 
  4. Witnessing container loading (100 percent) through container loading checks (CLC) and final clearance for dispatch.
  5. In the case of domestic content requirements, the inspection agencies shall witness the PV cell manufacturing and establish its veracity and compliance as per the tender conditions.

As per the tender, the name and the country location of the module manufacturer(s) shall be intimated by NTPC at a later stage. There can be single/multiple manufacturers for the supply of modules from different countries.

The last date for application submission is April 21, 2020, and the applications will be opened on April 22, 2020. A pre-application meeting has been scheduled for April 8, 2020, to address the concerns raised by the prospective bidders.

To be eligible for participating, the applicant must have carried out at least 3 factory audits of module manufacturers in the last three years as on the last date notified for receipt of applications. And should have carried out third party inspection, inline quality checks and loading/ supervised loading for despatch of PV modules for a cumulative capacity of minimum 1200 MW in the last three years as on the last date notified for receipt of applications.

Furthermore, the applicant should have carried out third Party Inspection, in line quality checks and loading/ supervised loading for despatch of PV Modules of at least 300 MWp in a single order for a single module manufacturer in the last three years as on the last date notified for receipt of applications.

Financially, the average annual turnover of the bidder in the preceding three financial years as on the last date notified for receipt of the application, should not be less than Rs 8.19 crore.
