National Thermal Power Corporation (NTPC) Renewable Energy has issued a mega tender for Balance of System (BoS) package for the development of solar energy projects of 1-GW in India. The tender envisages land for ISTS (interstate transmission system) – connected solar projects upto 1,000 MW anywhere in India except Rajasthan.

The NTPC tender document also mentions that there is also a greenshoe option for additional 500 MW for which bids are called. The last date to submit the bids is March 21, 2023. The bids will be opened on the same date. The tender fee has been kept by NTPC at Rs. 22,500.

Terms and Conditions of the Tender

To be eligible for bidding, a bidder is required to have constructed at least one electrical substation with a voltage level of 33 kV or higher. The developed substation should be in function for at least a year prior to the opening date of the bid.

The NTPC tender reads that the successful bidder will be responsible for the complete operation and maintenance (O&M) of the developed systems for the next three years.

On the financial qualifications, a bidder should have a positive net worth on the final day of the previous fiscal year. To bid for upto 300 MW, the average annual turnover in any 3 of the last 5 fiscal years of a bidder must not be less than Rs. 1 billion. The tender said that average annual turnover in any three of the last five years requires to be Rs. 3.05 billion for 300 MW to 600 MW quoted capacity, Rs. 7.01 billion for 600 MW to 900 MW quoted capacity, and Rs. 13.2 billion for specified capacity between 900 MW and 1200 MW.

Additional Criteria

NTPC said that bidders who have contracted BoS package or commissioned solar power projects of 40 MW cumulative capacity, and have installed at least one project at a single location of 10 MW capacity or more will be eligible to bid. Also, the said project should have been operational for at least 6 months.

NTPC has also issued a tender for the balance of system package (BoS) of ISTS-connected wind power projects in Gujarat worth 1 GW capacity last week.
