RVUNL Invites Bids for 810 MW STU Connected Solar Tender for RVUN Park, Bikaner

RVUNL Invites Bids for 810 MW STU Connected Solar Tender for RVUN Park, Bikaner 206 MW solar project

To establish 810 MW of state transmission utility-connected solar power projects in RVUNL’s Ultra Mega Solar Park in Bikaner, Rajasthan Rajya Vidyut Utpadan Nigam (RVUNL) has requested bids from solar project developers. These projects will be built-own-operate projects.

November saw the release of the tender, however, it was quickly withdrawn. The bids must be submitted by February 22, 2023. On February 24, bids will be accepted. 

Power generated by the project will be supplied to the state DISCOMs under a power purchase agreement (PPA) that RVUNL will enter into with the winning bidder for 25 years after the project is planned to be put into service. The project’s management and upkeep will fall within the purview of the chosen developer throughout the PPA.

In the 2 GW Ultra Mega Solar Park that RVUNL is building at the villages of Ramsar Chhota, Barala, and Bandrewala, the grid-connected solar projects will be installed. Within 15 months after the PPA signing date, the chosen developer must begin construction on the solar project. 

Each interested bidder will have to pay Rs. 72 crore as an earnest money deposit. Each interested bidder will also have to pay Rs. 10 lakhs plus GST as a tender processing cost. The awarded bidder will have to submit Rs. 144 crores as a performance security deposit within 30 days of the letter of intent and before signing the PPA.

A dedicated cable with a 33 kV voltage level should be used to connect the solar project to the pooling substation at the solar park. The project developer will be responsible for paying wheeling fees, losses, and the cost of transmission from the project up to the connecting point. 

To procure this tender, the minimum average annual turnover requirement for bidders for the most recent fiscal year is Rs 405 crore. At the end of the fiscal year 2021–2022, their net worth should be equal to or greater than Rs 72 crore.
