NIWE Issues EOI for 1 MW Rooftop Solar PV Plant in Chennai

NIWE on behalf of CMWSSB has issued an EOI for setting up of a 1 MW rooftop solar plant on the underground tank at Chembarambakkam WTP in Chennai.

The National Institute of Wind Energy (NIWE) on behalf of the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) has issued an Expression of Interest (EOI), inviting submissions from eligible parties for setting up of a 1 MW rooftop solar PV power plant on the underground tank at Chembarambakkam Water Treatment Plant in Chennai.

The project is to be developed under the RESCO model and the power purchase agreement (PPA) with CMWSSB will be executed for a period of 25 years. As per the EOI, the base unit (kWh) tariff shall not exceed Rs 4.50

The scope of work for the selected bidders will include the supply, installation, commissioning and testing of the 1 MW rooftop solar PV plant under the RESCO model and the power purchase agreement (PPA) with CMWSSB will be executed for a period of 25 years. The developers will also be required to provide operation and maintenance services for the plant.

The last date for submission of proposals is March 12, 2020, and they will be opened on the following date i.e. March 13, 2020. Only parties participating in the EOI will be eligible for participating in the tender which will be announced by NIWE, Chennai at a later stage.

To be eligible for the EOI stage, the bidders must have satisfactory customer feedback certificates from three customers where similar work has been executed for a minimum of 100 kWp each grid-connected solar rooftop plants under RESCO Model in the last three financial years.

And, the arty should be a reputed registered RESCO company with any State Nodal Agency/MNRE with a minimum of 5 years of experience. Furthermore, the minimum average annual turnover of the bidder shall be at least Rs 1.50 crore for the preceding three financial years.

Technical Requirements of the project:

  • Mono or Poly Crystalline PV Modules to be used
  • OnlyBIS/IEC standard materials to be used in the project and shall meet ALMM of MNRE.
  • All the parameters should meet the standards and technical requirements of both State and Central Governments.
  • The supply, installation, commissioning and O&M activities shall be as per the TNEB requirements.

Recently, NIWE had tendered for the supply and delivery of Sensors and Data Loggers with Accessories for wind, solar resource assessment at various locations in India. The last date for submission of bids for this tender is March 2, 2020.
