Tender for 5 MW Solar Plant on RESCO Model Issued in Noida

The New Okhla Industrial Development Authority has issued a tender for the commissioning of 5 MW solar PV plant on the RESCO model in Noida

The New Okhla Industrial Development Authority (NOIDA) has issued a tender for the commissioning of a 5 MW grid-connected solar PV plant under the RESCO model at identified buildings/ spaces of Noida.

The scope of work for the selected bidders will include the design, engineering, procurement and supply, erection, testing and commissioning of the solar power plant. A period of 12 months will be afforded to the project developers for the completion of work on the installation of the project. The developers will also be required to provide comprehensive operation & maintenance services for the plant for a period of 25 years from the date of successful commissioning.

The estimated cost of the project is Rs 21.5 crore, and all interested bidders must submit an Earnest Money Deposit of Rs 43 lakh along with their bids. The selected bidder will also be required to submit a Bank Guarantee worth Rs 2.15 crore (10 percent of Total Estimated Capital Cost – Rs 21.5 crore ) and valid for Project Construction life. This bank guarantee shall be released after the satisfactory completion of the installation. If the Project construction period is delayed, the Bidder shall further extend the bank guarantee to cover the delay period. Furthermore, a security deposit of Rs 1.075 crore shall be deposited by the Selected Bidder.

To be eligible for participating in the bidding process the tender, the bidders must have experience of having completed the cumulative capacity of a similar type of work not less than 5 MWp (in which each work should not be less than 500 KWp capacity). And the solar PV plant should have been under continuous operation at least 2 years after the commissioning of the plant.

Financially, the bidders must have had an average annual financial turnover of Rs 6.45 crore during the last three years ending March 31, 2019.

In December 2019, we had reported that the Noida Authority had informed that rooftop solar panels worth nearly 5 MW of generational capacity will be set up across the city. And that request for proposal had already been prepared to invite tenders for the work, which is estimated to be completed in 12 months at a cost of around Rs 43 lakh, per a senior official.
