NHDC Floats 8 MW EPC Solar Project Tender in Madhya Pradesh

The Government of Madhya Pradesh and NHPC’s joint venture firm, NHDC, has floated a 8 MW of the engineering, procurement, and construction (EPC) tender for ground-mounted solar photovoltaic project at Sanchi in the Raisen District of Madhya Pradesh.

The winning bidder will also be in charge of five years’ worth of comprehensive operation and maintenance (O&M) for the project as well as the evacuation plan up to the substation of the distribution company (DISCOM).

The bids must be submitted by October 11, 2022. On October 12, bids will be accepted. Following the request for proposals (RfP) submitted by Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL), the contract was awarded under component C of the Pradhan Mantri Kisan Urja Suraksha Evam Utthan Mahabhiyan (PM KUSUM) initiative.

To establish the project under KUSUM-C, MPUVNL issued the RfP in April of this year. The Madhya Pradesh Power Management Company Limited (MPPMCL) would then purchase the power from the projects. In August of this year, the project’s development was awarded to NHDC. The projects must be linked to the chosen 33/ 11 kV substation nearby Sanchi, and the substation must include at least one dedicated agricultural feeder and one non-agricultural feeder.

The total estimated cost of the tender is around Rs. 43.3 crores. Each interested bidder will have to be submitted Rs. 65 lakhs. The selected bidder will be required to submit 3% of the EPC contract price within 28 days of the Letter of issuance.

The work scope comprises removing the overhead transmission lines used to terminate the generated power at the DISCOM substation. Within seven months of being awarded the contract, the winning bidder must finish the project’s design, construction, and commissioning.

Bidders must have either been developers or have planned, provided, constructed, and commissioned experience for solar photovoltaic-based grid-connected power projects with a cumulative installed capacity of 4 MW or higher, with at least one project having a 1 MW capacity at a single location.

The average annual turnover of the bidder for the last three (3) financial years ending in 2020-21 shall be 14.8 lakhs. The winning bidder’s net worth must have been positive on the last day of any three fiscal years in the previous five.
