NHDC Tenders for Price Discovery of EPC Contract for 1500 MW Solar Projects

NHDC has issued a limited tender for the price discovery of EPC Contract for BOS for the development of solar power projects of NHDC in RUMSL, MP.

NHDC Ltd, a Joint Venture of NHPC Ltd and the Government of Madhya Pradesh, has issued a limited tender for the price discovery of EPC Contract for Balance of System (BOS) for the development of solar power projects of NHDC in Rewa Ultra Mega Solar Park (RUMSL) in MP.

It must be noted that NHDC intends to participate in the RFP invited by Rewa Ultra Mega Solar Limited (RUMSL) for the development of the 1500 MW grid-connected solar project for the selection of developer(s) under the open category at Agar (550 MW), Shajapur (450 MW) & Neemuch (500 MW) within the state of Madhya Pradesh, India. The three RFPs have been called by RUMS separately for each solar park.

For NHDC, participation in the said RFP’s shall be done in a sequential manner and bidding shall stop, if NHDC wins any project (a combination of projects) in the range of 340 MW to 350 MW i.e. NHDC shall invest for projects in the range of 340 MW to 350 MW.

As per the tender, the work has been categorised into the following five Packages:

  1. Agar Unit-2 (350 MW)
  2. Neemuch Unit-2 (170 MW)
  3. Neemuch Unit-3 (170 MW)
  4. Shajapur Unit-3 (125 MW)
  5. Shajapur Unit-2 (220 MW)

The Letter of Awards (LoA) will be issued for each of the five packages separately.

The last date for bid submission is October 12, 2020, and the techno-commercial bids will be opened on October 13, 2020. A pre-bid meeting (via video conferencing) will be held on October 5, 2020, to address the concerns raised by the prospective bidders. The date and time of opening of the price bids and the e-reverse auction will be intimated later by NHDC to the bidders whose techno-commercial bids will be found responsive. The bidder shall furnish, as part of the bid, earnest money for an amount of Rs 5.6 crore.

Long term Power Purchase Agreement (PPA) for 25 years shall be signed between NHDC and MPPMC/ Indian Railway, as the power offtaker i.e. procurer, and RUMSL. In accordance with this, the energy generated from the units will be purchased by MPPMCL on behalf of the 3 Discoms in the state of MP /Indian Railway in compliance with the provisions of PPA.
