GSECL Issues 3 Solar Tenders with 41 MW of Cumulative Capacity

Gujarat State Electricity Corporation Limited (GSECL) has floated three (3) solar tenders to establish three grid-connected solar power plants in three different locations in Gujarat with a cumulative capacity of 41 MW including 11 MW (Gadhaka of Devbhumi – Dwarka District), 12 MW (Dhavana of Morbi District) & the last 18 MW (Maghlana of Bhavnagar District). 

For all three tenders, the last date for submitting the online bid is October 07, 2022, & the bid will be opened on October 13, 2022.

For all 3 solar tenders, the scope of work for the selected bidders will include setting up the solar plant of awarded capacity, including design & engineering, manufacture/procurement, supply, installation, testing, and commissioning including warranty obligation with five years of comprehensive operation and maintenance. 

For 11 MW Solar Tender

The estimated total cost of this 11 MW tender is 44 crores. Each interested bidder will have to pay Rs. 25,000/- as a bidding document fee, which is non-refundable. The awarded bidder will have to pay Rs. 44 lakhs as an earnest money deposit/bank guarantee.

The Bidder should have designed, supplied, erected, supervised, and commissioned solar-based grid-connected power plant(s) of cumulative installed capacity (in MWp) of 20% or higher of total bid capacity, out of which at least one plant should have been of 5% or higher (in MWp) of total bid capacity. 

To procure this GSECL 11 MW solar project tender, the minimum annual turnover for the last three financial years, the requirement for prospective bidders to participate in the bidding process is at least shall be calculated as follows:

4.0 Cr. X 11 MW (Capacity in MW bidder is bidding) X 0.7 = 30.8 Cr. 

The net worth of the bidder should also be positive for the last Financial Year. Net Worth of the bidder shall be calculated as follows: 

Net Worth = (Equity + Reserves) – (Revaluation reserves+ intangible assets + miscellaneous expenses to the extent not written off + carried forward losses). 

For 12 MW Solar Tender

The estimated total cost of this 12 MW tender is 48 crores. Each interested bidder will have to pay Rs. 25,000/- as a bidding document fee, which is non-refundable. The awarded bidder will have to pay Rs. 48 lakhs as an earnest money deposit/bank guarantee.

The Bidder should have designed, supplied, erected, supervised, and commissioned solar-based grid-connected power plant(s) of cumulative installed capacity (in MWp) of 20% or higher of total bid capacity, out of which at least one plant should have been of 5% or higher (in MWp) of total bid capacity. 

To procure this GSECL 12 MW solar project tender, the minimum annual turnover for the last three financial years, the requirement for prospective bidders to participate in the bidding process is at least shall be calculated as follows:

4.0 Cr. X 12 MW (Capacity in MW bidder is bidding) X 0.7 = 33.6 Cr. 

The net worth of the bidder should also be positive for the last Financial Year. Net Worth of the bidder shall be calculated as follows: 

Net Worth = (Equity + Reserves) – (Revaluation reserves+ intangible assets + miscellaneous expenses to the extent not written off + carried forward losses). 

For the 18 MW Solar Tender

The estimated total cost of this 18 MW tender is 72 crores. Each interested bidder will have to pay Rs. 25,000/- as a bidding document fee, which is non-refundable. The awarded bidder will have to pay Rs. 72 lakhs as an earnest money deposit/bank guarantee.

The Bidder should have designed, supplied, erected, supervised, and commissioned solar-based grid-connected power plant(s) of cumulative installed capacity (in MWp) of 20% or higher of total bid capacity, out of which at least one plant should have been of 5% or higher (in MWp) of total bid capacity. 

To procure this GSECL 18 MW solar project tender, the minimum annual turnover for the last three financial years, the requirement for prospective bidders to participate in the bidding process is at least shall be calculated as follows:

4.0 Cr. X 18 MW (Capacity in MW bidder is bidding) X 0.7 = 50.4 Cr. 

The net worth of the bidder should also be positive for the last Financial Year. Net Worth of the bidder shall be calculated as follows: 

Net Worth = (Equity + Reserves) – (Revaluation reserves+ intangible assets + miscellaneous expenses to the extent not written off + carried forward losses).
