GSECL Issues 220 MW Grid Connected Solar Projects Tender In Gujarat

Gujarat State Electricity Corporation Limited (GSECL) has floated a tender for the supply of a 220 MW grid-connected solar power plant. According to the tender document, this solar plant can be set up anywhere in Gujarat under GSECL instructions.  

The last date for submitting the bid for this solar power project is August 17, 2022, till 4:00 pm and the bid will be opened on the same day at 5:15 pm.

This GSECL 220 MW solar tender includes the scope of work in design, engineering, procurement & supply, and construction (EPC), Land & Connectivity of the grid-connected solar photovoltaic power plant commissioning. Comprehensive operation & Maintenance of the Solar PV plant including supply of spare parts, consumables, and repairs/replacement of any defective equipment, shall be performed by the contractor for 05+05 years. Ten years of Comprehensive O&M is compulsory.

The estimated total cost of the tender is Rs. 880 Crores & each interested bidder will have to pay Rs. 25,000/- (+ GST as applicable) as a non-refundable tender fee. The awarded bidder will have to submit Rs. 8.8 Crore as Earnest Money Deposit (EMD) in the form of a Bank Guarantee. This Earnest Money Deposit (EMD) is refundable and adjustable as well. The validity of EMD is 120 days from the date of opening of the Technical Bid of this Tender. 

Eligibility Criteria

The minimum annual turnover for the last three financial years, the requirement for prospective bidders to participate in the bidding process is at least shall be calculated as follows:

4.0 Cr. X Capacity in MW bidder is bidding X 0.7 = X Cr. 

The net worth of the bidder should also be positive for the last Financial Year. Net Worth of the bidder shall be calculated as follows: 

Net Worth = (Equity + Reserves) – (Revaluation reserves+ intangible assets + miscellaneous expenses to the extent not written off + carried forward losses). 

In case a bidder is a 100 % subsidiary company and does not satisfy the annual turnover criteria, stipulated above on its own, its Holding Company would be required to meet the stipulated turnover requirements as above, provided that the net worth of such holding company as on the last day of the preceding financial year is at least equal to or more than the paid-up share capital of the subsidiary Company.
