GAIL Seeking PMC Services for 2.64 MW Rooftop Solar Project

GAIL has issued a tender for the hiring of PMC services for setting up a 2.64 MW rooftop solar power project at the GAIL Pata Plant in Uttar Pradesh.

GAIL (India) Limited, the largest state-owned natural gas processing and distribution company and the youngest Maharatna, has issued a tender for the hiring of Project Management Consultancy (PMC) services for setting up of the firm’s 2.64 MW rooftop solar power project at GAIL Pata Plant in Uttar Pradesh.

This rooftop solar PV plant (Phase I & Phase II) shall be set up in GAIL Pata Complex. Phase I shall be set up at GAIL Pata, petrochemical complex Plant area. Phase –II shall be set up at GAIL Pata, petrochemical complex, and residential (Colony) area. Both phases are to be executed/implemented simultaneously.

Phase-1 shall be designed to install 2.13 MWp output-DC and Phase-II Plant shall be designed to install 0.51 MW output- DC.

The scope of work for the selected firms will include the project management, conducting, estimation, preparation, evaluation and finalisation of tender for EPC Contract, procurement services, inspection and expediting, supervision of project execution including construction, installation, testing, commissioning, performance testing and O&M of the complete project (Phase-1 and Phase-II) for a period of 10 years from the date of commissioning and submission of final documentation to Gail (India) Ltd.

The time period afforded by GAIL for commissioning and PGTR (Performance guarantee test run) of both phases of solar projects from the date of issuance of FOA/LOA whichever is earlier is nine months.

The last date for bid submission is November 12, 2020, and the techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for October 28, 2020, to address the concerns raised by the prospective bidders. All bidders are also required to submit an Earnest Money Deposit of Rs 79.5 thousand along with their bids.

To be eligible for participation in the tender, the bidder should have successfully completed at least one single work order of ‘Project Management Consultancy’ services consisting of system design, engineering, tendering, construction, supervision, and commissioning of a minimum 1.32 MWp grid-connected solar PV power plant in the previous seven years.

Prior experience as mentioned shall compulsorily be required for all Startups also [whether Micro & Small Enterprises (MSEs) or otherwise]. However, startups are exempted from submission of EMD amount.
