CESL Tenders for Installation of Solar Systems at Various Households in Goa

CESL has tendered for the installation of solar PV systems at various households in Goa under the Remote Village Electrification Programme.

Convergence Energy Services Limited (CESL), a wholly-owned subsidiary of Energy Efficiency Services Limited (EESL), has issued a tender, seeking bids from eligible firms for the installation of solar PV systems at various households in the state of Goa under the Remote Village Electrification (RVE) Programme.

The scope of work for the selected firms will include the design, manufacture, supply, installation, testing and commissioning of the solar PV systems in the state. The firms’ will also be required to provide comprehensive operation and maintenance (O&M) services for the solar systems for a period of 5 years from commissioning.

The solar power systems will include a Solar Power Conditioning Unit (PCU) of 500 Wp capacity, solar street lights (on pathways), solar home light systems (for kaccha houses) at various households in the state of Goa under the RVE programme.

The last date for bid submission is April 28, 2021, and the techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for April 19, 2021, to address the concerns raised by the prospective bidders.

It has been clarified that subject to meeting the criteria for qualification set by the agency, a quarter (25 percent) of the tendered capacity has been reserved for Micro and Small Enterprises (MSEs), of which 4 percent and 3 percent has been further reserved for procurement from companies owned by scheduled caste (SC) and scheduled tribe (ST), and women entrepreneurs, respectively.

To be eligible, the bidder should be a supplier of solar home light models, solar power packs (off and on-grid). And should have experience certificate of designing, supplying, installing solar systems of at least 100 kW capacity (off/on-grid).

Furthermore, Bidder Should have at least 3 years experience of supplying Solar Home Lights Models, solar power packs (off-grid and grid-tied), and executed ‘similar work’ in the last 3 years as follows:

Single Work Order value Rs 48 lacs OR

Two Work Orders each valued 30 lacs OR

Three Work Orders each valued 24 Lacs

Financially, the bidders should have an Average Annual Turnover of at least Rs 18 lakhs for the immediately preceding last three financial years 2017-18, 2018-19, and 2019-20.

In February, CESL had issued a tender for setting up 70 MW solar power generating systems (SPGS) across various locations in Goa. The project capacity has been divided into three lots of 25 MW, 25 MW, and 20 MW, respectively.
