Central Electronics Limited (CEL), a Government of India enterprise, is inviting bids for 100 MW of grid-connected rooftop solar power project. The rooftop solar will be installed on office buildings and railway stations under zonal railways, using the RESCO model. The bidding process will be implemented on a state-wise basis and bidder can apply for maximum 3 States or 20MW capacity. However, the bidder has to quote for the complete quantum for a State indicated in Annexure-II and bids with part quantity for one State would be rejected.. The minimum project size is 50 kWp. Bid-submission deadline is March 6, 2017.  CEL notes that tariff in the first three years shall not exceed Rs. 6.00 Per kWh for General Category States and UTs and tariff in the first three years shall not exceed Rs. 4.00 per kWh for Special Category States and Islands.

According to the bidding document successful bidders with sites falling under general category states and UTs will be provided Incentive of INR18,750/-perk Wp whereas successful bidders with sites falling under special category states and Islands will be provided INR 45,000/-per kWp. Bidders will be required to furnish year on year tariff for 25 years starting from the date of commissioning of the Project. Tariff stream quoted by the bidder shall then be levellized with a discounting rate of 11%. Capacity will be allocated based on the lowest levellized tariff for 25 years quoted by the bidder for each state.

The scope of work includes, site survey, design, manufacture, supply, erection, testing and commissioning including warranty, operation, and maintenance of Rooftop solar PV systems for a period of 25 years after commissioning of project, in different states and union territories in different railway zones.
