CEL Empaneling EPC Contractors for Solar Power Projects

CEL has invited EOI for empanelment of EPC contractors for carrying out the work in projects or any work related to solar PV systems awarded to CEL.

The Central Electronics Limited (CEL), under the Department of Scientific and Industrial Research (DSIR), has invited Expression of Interests (EOI) for empanelment from financially and technically capable parties having relevant experience as Engineering, Procurement & Construction (EPC) contractors for carrying out the work related to EPC activities in projects or any work related to solar PV systems awarded to CEL.

The notice for inviting EOIs shall be perpetually open up to March 31, 2019. EOIs that are received in a month shall be opened in the first week of the following month.

The empanelment of the contractors will be done in different categories (A, B, C) based on average turnover and solar EPC experience in the last two years. If there is operating loss in any one of the financial years then the party will be dropped down to one category lower from the category achieved by turnover criteria.

According to the notice, the selected bidders will be empaneled with the CEL for a period of 2 years. And, will have to deposit a refundable security deposit between Rs 1-2 lakh based on the category of empanelment.

The scope of work, mainly related to EPC activities in solar power projects will primarily cover the following activities. a) Site Survey b) Specification/Engineering drawing of all input material c) To prepare & submit bill of material to CEL for approval before supply of material at site as per the requirement meeting International quality standards/MNRE’s guidelines, etc. d) Design, Engineering, Supply and Installation & Commissioning with operation & maintenance of the system.

Recently, the CEL) has reissued its tender for the development of 50 MW grid-tied solar PV plants ranging from 500 kW to 10 MW at various locations in Maharashtra. In July, the state-owned entity had issued the tender for the first time. The last date for bid submission is September 12, 2019.
