CEL Empaneling EPC Firms for BESS Projects

CEL has issued an EOI for empanelment of firms/EPC contractors for executing BESS projects in India.

State-owned enterprise, Central Electronics Limited (CEL) has issued an Expression of Interest (EOI) for empanelment of firms/EPC contractors for executing Battery Energy Storage Systems (BESS) projects in India.

The empaneled contractors will be able to participate in future project tenders issued by CEL for setting up of battery storage projects in India. The scope of work under those tenders will mainly include the design, testing, integrating, installation and commissioning of the battery storage systems on a turnkey basis using various battery technologies/chemistry.

To be eligible,

a) The firm/EPC contractor should be an existing manufacturer/ supplier/ integrator of BESS.

b) The firm/EPC contractor should have executed minimum 250kWh of BESS and should have integrated it with 11kV or above grid network.

c) The firm/EPC contractor should have executed BESS using battery technology/chemistry with minimum 2500 cycles.

d) The firm/EPC contractor should have a cumulative minimum annual turnover of Rs 2.5 crore for the last three financial years.

The successful participant against this EoI would be issued an empanelment letter. And, for any future tenders related to BESS floated in India, CEL shall float the tender for pre-bid tie-up amongst the empanelled firms/EPC contractors. The empanelled Firms will then provide their best quotation to CEL for participating in the said tender.

Based on the best quotations received from the firms/EPC contractors, CEL would decide the successful bidder amongst the various best quotations received and shall sign the pre-bid tie-up agreement with the successful bidder.

The last date for submission of responses against the EOI is March 31, 2020.

The brief scope of work for the enlisted bidders when executing a project will will include the supply, packing and forwarding, transportation, unloading, storage, installation  and commissioning including earthing, cabling and all associated civil works related to Bharat DC-001 and AC-001 chargers for EVs at the identified locations including a 1 year OEM in-built warranty and additional 5 years Annual Maintenance Contract (AMC) for the complete system.
