APDCL Issues RFS for Engagement of Consultant for Wind Power Project

Assam Power Distribution Company Limited (APDCL) has invited the request for selection (RFS) for two solar projects / tenders with a cumulative capacity of 150 MW including 100 MW of grid-connected floating solar PV projects and 50 MW of grid-connected ground-mounted solar PV projects.

The last date for submitting the online bid for both tenders (100 MW of grid-connected floating solar PV projects & 50 MW of grid-connected ground-mounted solar PV projects) is December 07, 2022, till 02:00 pm and the bid will be opened on December 09, 2022, at 12:00 pm.

This APDCL 100 MW floating solar tender includes the scope of the work of setting up the solar plant of awarded capacity, including design & engineering, manufacture/procurement, supply, installation, testing, and commissioning including warranty obligation with comprehensive operation and maintenance. 

The Power Producing companies/ solar developers shall be responsible for the development of grid-connected floating solar PV projects to be developed on different water bodies in the state of Assam on a “Build-OwnOperate” basis only for the procurement of solar power by APDCL for 25 years. 

Each interested bidder will have to pay Rs. 29500 (including 18% GST) as a cost of the tender document, which is non-refundable. Each interested bidder will also have to pay Rs. 11,63,000 per MW (excluding 18% GST) as a bid security fee. The selected bidder also must provide Rs. 29,08,000 /MW as a performance bank guarantee (PBG) after the issuance of the letter of intent and before signing the power purchase agreement (PPA).

A minimum annual turnover of Rs. 174.46 lakhs/MW during the previous financial year 2020-21. The “financial eligibility criteria” of the lead member of the consortium shall not be less than 51% of the financial eligibility criteria. The Net Worth of the bidder as of the last day of the preceding financial year FY 2020- 21 (ending 31 March 2021) or FY 2021-22 (ending 31 March 2022) should not be less than a minimum of Rs. 1,16,32,945.15 per MW.

The Power Producing Companies/ Solar Developers shall be responsible for the development of Grid-Connected Ground Mounted Solar Photovoltaic Projects to be implemented in the state of Assam on a “Build-Own-Operate” basis only for the procurement of solar power by APDCL for 25 years.

Each interested bidder will also have to pay Rs. 8,95,000 per MW as a bid security fee. The selected bidder also must provide Rs. 22,37,000 /MW as a performance bank guarantee (PBG) after the issuance of the letter of intent and before signing the power purchase agreement (PPA).

The “financial eligibility criteria” of the lead member of the Consortium shall not be less than 51% of the financial eligibility criteria. The net worth of the bidder as of the last day of the preceding financial year FY 2020- 21 (ending 31 March 2021) or FY 2021-22 (ending 31 March 2022) should not be less than a minimum of Rs. 89.47 Lakh per MW.
