AP: NTPC REL Issues 215 MW Wind Project Tender for INGEL at Anantapur-II Substation

The project would be located at the ISTS Substation Anantapur-II in Andhra Pradesh (Tranche-III). NTPC REL has sought bids for the project until March 10, 2026.

NTPC’s renewable energy arm, NTPC Renewable Energy Limited (NTPC REL), has recently issued a wind energy tender to develop a 215 MW wind energy project for IndianOil NTPC Green Energy Private Limited (INGEL). IndianOil NTPC Green Energy Private Limited (INGEL) is a 50:50 joint venture between Indian Oil Corporation Limited (IOCL) and NTPC Green Energy Limited (NGEL).

Under the brief scope of work, NTPC REL stated that the bidder of this project would undertake engineering, micro-siting, manufacturing, supply, erection, testing, installation, and commissioning of the wind project.

As part of the scope of work, NTPC REL requires the bidders to demonstrate the guaranteed performance parameters for the complete wind farm, including land and ALMM (Wind)-listed wind turbine generators (WTGs), within the offered wind farm.

Previously, companies like Tata Power have signed a deal with Suzlon Energy to develop, construct, and supply 700 megawatt (MW) wind turbines in Andhra Pradesh. The Rs. 6,000 crore project is part of a memorandum of understanding (MoU) signed in March 2025 between Tata Power and the Andhra Pradesh government to develop up to 7,000 MW of renewable energy capacity in the state. 

Similarly, Chinese renewable energy solutions provider Envision Energy has also signed an agreement with Evren, backed by Brookfield Global Transition Fund (BGTF), to supply approximately 152 WTG of the EN 156/3.3 MW Turbine Platform.

Envision Energy will deploy these 3.3 MW Smart Wind Turbines in Andhra Pradesh and is currently expanding its renewable energy projects in India. It aims to develop over 10 GW of renewable energy assets across solar, wind, and battery storage in key states such as Rajasthan and Andhra Pradesh."

Scope of Work

Under the scope of work of this project, the bidder will be required to construct a unit substation, 33 kV internal evacuation lines from the unit substation, and a pooling substation. It would also have to develop a central monitoring and control station (CMCS), wind monitoring mast(s), and an external EHV transmission line up to the ISTS substation, among other related infrastructure.

Furthermore, the scope also includes acquisition of the required land for the offered wind farm project, construction of all roads, storage areas and sheds, pooling substation facilities, etc. It would also be responsible for transferring title or lease deed to the employer, including infrastructure development and Right of Way (RoW) completion, along with all required approvals as per prevailing government rules. 

The offered wind project would be interconnected to Anantapur ISTS Substation-II, Andhra Pradesh, with ISTS connectivity to be arranged by the employer. The bidders are required to offer ALMM (Wind)-listed WTG machines with a rated capacity of 3.0 MW or higher.

The scope further includes all agreements, statutory approvals, and clearances—such as government orders, power evacuation approvals, environmental clearances, permissions from central or state nodal renewable energy agencies, electrical, forest, and Ministry of Defence (MoD) approvals, as applicable.

The bidder will also be required to provide 10 years of comprehensive operation and maintenance (O&M) for the complete wind energy project, including WTGs, unit substation, pooling substation, internal and external transmission systems, roads, and approaches. This includes the supply of all spare parts and consumables, repairs or replacement of defective equipment, and payment of applicable charges levied by the respective state government or local bodies.
