The Ministry of New and Renewable Energy (MNRE), in its latest notification, has amended the Standard Operating Procedure (SOP) for the Approved List of Models and Manufacturers (ALMM) for wind turbine components. The latest action amends one clause in the SOP issued by the ministry on October 29, 2025.

The new order from the ministry proposes a change in one parameter related to the procedure for the application for the new enlistment of a wind turbine model and manufacturer. The clause states that when a new wind turbine maker applies for enlistment under ALMM-Wind, the Type Certificate (TC) issued by an accredited Type Certificate Body (CB) serves as the primary basis for the new enlistment, along with the approved list of associated components.

How the Ministry Approves ALMM?

The ministry approves the application after a successful review of the documents submitted by turbine makers, based on the recommendations of its committee. While there are several key areas in this review, one important component is “performance efficiency and safety issues.”

In the latest order, the ministry has attempted to amend this segment through the new amendment. The earlier provision stated: “The committee will deliberate on the turbine’s performance, ensuring the power curve has been tested and certified by an accredited laboratory in accordance with IEC 61400-12-1 and that all supporting performance data aligns with regulatory expectations including performance in representative geographical conditions. Mandatory prototype testing within India.”

However, the amended SOP has changed this provision, particularly regarding mandatory prototype testing within India. Through this amendment, the ministry has granted wind turbine makers additional time to comply with this requirement.

What Amendments Mean

The amended norms now read: “The committee will deliberate on the turbine’s performance, ensuring the power curve has been tested and certified by an accredited laboratory in accordance with IEC 61400-12-1 and that all supporting performance data aligns with regulatory expectations including performance in representative geographical conditions. Manufacturers accordingly are encouraged to carry out the prototype testing in India.”

It further added: “The requirement of prototype testing in India will be mandatory after two years from the date of issuance of this amendment, subject to a review.”
