SECI Extends Deadlines Of Two Solar Tenders Of 1710MW Cumulative Capacity SECI Looks for Developers for Setting Up 2000 MW Wind-Solar Hybrid Projects

The Solar Energy Corporation of India (SECI) has extended the deadline for its two big solar projects with a cumulative capacity of 1710 MW. The 1710 MW cumulative capacity entails two tenders: a 1680 MW Domestically Manufactured Solar PV Modules tender and a 30 MW Floating Solar PV (FSPV) Plants at Koderma, Mejia, and Raghunathpur Thermal Power stations tender.

1680 MWp Domestically Manufactured Solar PV Modules Tender

On June 29, 2022, SECI released a tender for the manufacturing, testing, packing, forwarding, supply, and transportation of 1680 MW Domestically Manufactured Solar PV Modules with domestically manufactured solar cells.

The deadline for submitting bids had been set for July 29th, 2022, but has since been extended until August 19, 2022.

PV Modules of 1680 MW will be procured through this tender. Each of the 04 (four) packages that make up the total capacity has 420 MWp.

The bidder may submit a quote for either a single package, or 420 MWp, or up to two packages, or 840 MWp. The maximum capacity that can be granted to a single bidder is 840 MWp / 02 bundles.

The bidders are required to provide their firm intent of package/packages under the covering letter of Section-VI “Sample Forms and Formats”, mentioning the total number of packages/packages. Once quoted during the bidding stage, the capacity as quoted by the bidder cannot be changed during the entire tendering process and the e-RA will be conducted accordingly based on the quoted firm package/packages by the bidder.

The covering letter of Section VI “Sample Forms and Formats” requires the bidders to state their definite intent of package or packages, indicating the total number of packages or packages. During the whole tendering process, the bidder’s initial capacity during the bidding stage cannot be altered. Along with it, the bidder’s initial firm package or packages must conduct the e-RA also.

The objective of this tender is to promote the use of domestically produced Solar Photovoltaic (SPV) Cells and Modules that adhere to the specifications and testing guidelines established by MNRE. Both the Solar Cells and the Modules must be manufactured in India for the supply to be completed under this tender. The Modules must come from the Manufacturers included in the ALMM list, issued & updated by MNRE from time to time. When using crystalline silicon technology, all production processes and quality assurance checks, from the initial fabrication of wafers to the final assembly of solar cells into modules, must be carried out within the facilities of Indian PV manufacturers.

30 MW Floating Solar PV (FSPV) Plants Tender

On June 17, 2022, SECI (Solar Energy Corporation of India) released a tender for setting up grid-connected 30 MW Floating Solar PV (FSPV) Plants on Raw Water Reservoirs of DVC Thermal Power Plants at Koderma, Mejia, and Raghunathpur Thermal Power stations. The deadline for submitting bids for this solicitation has also been extended until August 22nd, 2022.

The Damodar River region in the Indian states of West Bengal and Jharkhand is served by the Damodar Valley Corporation (DVC), a government-owned power producer. The statutory organisation under the direction of the Indian government’s Ministry of Power runs both thermal and hydroelectric power plants. Kolkata, West Bengal, India is home to DVC’s corporate headquarters.

The month of July has been a challenging one for solar Industry in terms of growth as SECI (Solar Energy Corporation of India) has extended four major solar projects’ deadline and cancelled three big solar projects.
