WBSEDCL Issues International Tender for 100 MW/100 MWh Solar Plus BESS Project

West Bengal State Electricity Distribution Company Limited (WBSEDCL) has issued a solar-plus-storage tender under International Competitive Bidding (ICB) for a solar plus storage project. The tender includes the development of a 100 MW (AC) solar power plant coupled with a 25 MW / 100 MWh Battery Energy Storage System (BESS) at Goaltore in Paschim Medinipur district, West Bengal. Bids for the project will be accepted until March 23, 2026.

The project has secured financing from Germany-based KfW Development Bank. WBSEDCL has received financing commitments from KfW towards the cost of the “Climate-friendly Energy Generation IV” project under the PV-System Goaltore Phase II.

This Phase II project covers the design, engineering, procurement, supply, installation, construction, testing, and commissioning of the solar-plus-storage facility, along with warranty obligations and operation and maintenance (O&M) for 12 years.

Additionally, WBSEDCL intends to apply part of the loan proceeds towards payments under the contract for the engineering, procurement, construction, operation, and maintenance of both the solar power plant and the BESS. The bids will remain valid for a minimum period of 180 days from the date of opening of the technical bid.

Previous BESS Project in West Bengal

At the onset of 2026, WBSEDCL awarded a 1 GWh Battery Energy Storage System (BESS) project to PM Green Private Limited, a subsidiary of Power Mech Projects Limited (PMPL). The company secured a 250 MW / 1,000 MWh BESS contract under a Build, Own, Operate (BOO) model, with a 100% off-take guarantee from WBSEDCL.

The project involved the design, financing, engineering, procurement, construction, operation, and maintenance of the BESS facility at the Goaltore substation. The contract also includes a greenshoe option for an additional 250 MW / 1,000 MWh capacity, to be developed at the Durgapur Project Limited campus in Durgapur.
