Power Mech Projects Limited (PMPL) subsidiary PM Green Private Limited has secured a contract for a 1 GWh Battery Energy Storage System (BESS) from the West Bengal State Electricity Distribution Company Limited (WBSEDCL). The company announced in a press release that it has been awarded a 250 MW / 1,000 MWh BESS contract under a Build, Own, Operate (BOO) model, with a 100% off-take guarantee from WBSEDCL. The tender was issued in October 2025 and was awarded within a period of two months from its issuance.
Power Mech Projects Limited (PMPL), an industrial engineering, construction, and services company operating in the power and infrastructure sectors, which debuted in the BESS space with the latest project. PM Green stated that it secured the tender from the Department of Power (DoP), Government of West Bengal, for setting up the BESS project under the BOO model, with a 100% off-take guarantee from WBSEDCL.
Additionally, the scope of work under this tender includes the design, finance, engineering, procurement, construction, operation, and maintenance of the BESS facility at the Goaltore Substation. The contract also includes a greenshoe option for an additional capacity of 250 MW / 1,000 MWh, to be established at the Durgapur Project Limited campus in Durgapur. Moreover, this project is expected to be completed within 18 months from the signing of the Battery Energy Storage Purchase Agreement (BESPA) as per the tender.
WBSEDCL Awards 4-Hour BESS Project with One Cycle
This was the second BESS tender issued by WBSEDCL to select a Battery Energy Storage System developer for the continuous supply of a rated capacity of 1,000 MWh (250 MW x 4 hours) BESS, enabling one cycle of charging and discharging operations at the specified location. The project would also be integrated with the distribution network at the Goaltore Substation in Goaltore, Bandhi, Paschim Midnapore, West Bengal, for “on-demand” usage under tariff-based competitive bidding.
The contract will have a duration of 15 years, with a provision for an extension of up to five years from the Scheduled Commissioning Date, ensuring revenue generation of ₹3,126 crore, including the greenshoe capacity.
This project aligns with the state's Resource Adequacy Plan, which projects a major ramp-up in BESS capacity, from zero at present to 1,590 MW by 2030. It plans further ramp up capacity to 3,219 MW by 2034–35, which will play a pivotal role in balancing the grid, mitigating the intermittency of solar and wind power, and ensuring a reliable supply during peak demand, especially in non-solar hours.
