As part of its new renewable energy plan, the Uttar Pradesh government is looking to establish rooftop solar projects on state offices and government and semi-government buildings.

The nodal agency, the department of the New and Renewable Energy Development Agency (NEDA), has already issued an online request for proposals from interested parties for the designing, production, supply, installation, testing, and commissioning of 25–2,000 kW grid-connected solar PV projects on government buildings and offices.

The chosen contractors will also be in charge of 25 years of upkeep and operation of the rooftop solar projects.

The government official stated that NEDA had also convened a pre-bid conference for October 10 to consider any ideas that potential bidders might have.

The Uttar Pradesh Electricity Regulatory Authority (UPERC) RSVP Regulations, 2019, and any revisions thereto, would be followed in the implementation of the rooftop systems.

A rooftop solar PV system is essentially a grid-interactive solar photovoltaic power system that is built on the roofs of consumer premises and employs photovoltaic technology to convert sunlight directly into electricity.

On a net-metering basis, it is proposed that the project be carried out under the Renewable Energy Service Company (RESCO) model.

By the RESCO model, bidders aim to acquire a rooftop owned by another firm under mutually acceptable terms and circumstances, such as a leasing agreement, and then enter into a PPA with the rooftop owner for the delivery of solar power for 25 years. Such agreements do not require upfront payments from rooftop owners.

The plan intends to lessen the amount of electricity produced from fossil fuels and, as a result, carbon emissions. This plan calls for the building of rooftop solar PV projects that are grid-connected and have a combined capacity of 50 MW throughout the state, according to the spokesman.

Recently, Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA) invited two bids for 50 MW & 15 MW of grid-connected rooftop solar projects for government and semi-government buildings in Uttar Pradesh will host these solar projects.
