UNPEDA Issues Three Tenders For 7-MW Rooftop Solar Installations UPNEDA Sets Sights on Selecting Solar Power Developers for 500 MW Rooftop PV Project

The Uttar Pradesh New And Renewable Energy Development Agency (UPNEDA) has released three tenders for the installation of 7 MW of grid-connected net-metered rooftop solar projects accompanied by battery backup.

As far as the first tender is concerned, qualified bidders are invited to participate in the procurement process for the installation of grid-connected net-metered rooftop solar projects with battery backup, ranging from 51 kW to 75 kW each. The total capacity for tendering is 1MW.

Deadline for bid submission is February 21, 2024, with bids to be opened on the same day.

Bidders are required to provide an earnest money deposit (EMD) of 234.7 lakhs. Selected bidders would be required to furnish a performance bank guarantee equivalent to 5% of the project cost. Bidders, either directly or through resellers, must demonstrate experience in supplying similar services, covering at least 30% of the bid capacity in one of the last three financial years.

With regards to the second tender, the bidders who are qualified are invited to participate in the installation of grid-connected net-metered rooftop solar projects ranging from 1 kW to 10 kW, each with battery backup. The total capacity on offer is 2 MW in the tender by UPNEDA.

Bid submission deadline is February 21, 2024 and the bids will be opened on the same day.

Bidders are required to furnish an Earnest Money Deposit of Rs 271.1 lakh and successful bidders will have to give a performance bank guarantee equivalent to 5% of the project cost.

Bidders, directly or through resellers, should have supplied similar category services amounting to at least 30% of the bid capacity in any one of the last three financial years.

In the third UPNEDA tender, approved bidders will have to deploy rooftop solar projects ranging from 11 kW to 50 kW, integrated with battery backup, and connected to the grid. The cumulative capacity of this tender is 4 MW.

The estimated expenditure for the project stands at Rs 6874 lakh. Bid submission deadline is set for February 22, 2024, with bids being unveiled on the same day.

Bidders must furnish an Earnest Money Deposit of Rs 137.4 lakh. Successful bidders are mandated to provide a performance bank guarantee amounting to 5% of the project cost.

Bidders, directly or through authorized resellers, should have rendered similar services covering at least 30% of the bid capacity in any of the preceding three fiscal years.

UPNEDA tender says that the agency reserves the right to adjust the capacity by up to 25% both during the contract bidding process and throughout its duration. Bidders are required to acknowledge and accept these potential alterations to their orders.

In all the three tenders of UPNEDA, the installation of the projects must be completed within 120 days from the issuance of the work order.

Uttar Pradesh is lagging in the rooftops solar expansion despite being the most populous state in the country. According to one source, a mere 4,000 people applied for rooftop solar in the past one and a half years. The state has set a target to achieve 22,000 MW of solar power installation by 2026-27.
