TPCDOL Invites 180 MW Grid-connected Solar Pumps Under KUSUM Yojna – Component C

A joint venture between Tata Power and Odisha Government, TP Central Odisha Distribution (TPCODL) has floated a 180 MW of tender for 40,000 grid-connected solar pumps under component-C of the Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM-KUSUM) Yojna. These grid-connected submersible pumps will be under 1, 2, 3, 5, and 7.5 horsepower (HP).

The last date for submitting the bids for these 40,000 solar power pump projects is October 31, 2022, till 3:00 pm, and bids will be opened on the same day.

This 180 MW solar pump tender includes the scope of the work of setting up the solar water pumps of awarded capacity, including design & engineering, manufacture/procurement, supply, installation, testing, and commissioning including warranty obligation with comprehensive operation and maintenance of 5 years under CAPEX model.

Each interested bidder will have to pay Rs. 5000 (including 18% GST) as a tender fee, which is non-refundable. Each interested bidder will also have to pay Rs. 10 Lakh as an earnest money deposit/bank guarantee. Performance bank guarantee for installation and commissioning (I&C) is based on the allocated capacity. 

Performance bank guarantee (PBG) amount = INR [Insert the Amount (cost discovered)] Lakhs X 5% X Allocated Capacity in KWp.

Performance Bank Guarantee for MSME registered in the State of Odisha shall be 25% of the value normally prescribed.

To procure this tender, the bidder should have designed, supplied, installed & commissioned Grid connected Solar PV Power Projects having an aggregate capacity of not less than 200 KWp that should have been commissioned in the last 5 years before the date of submission of the bid by the bidder. 

The minimum average annual financial turnover of the bidder during the last three years should be 1 crore (ending on 31st March of the previous financial year). The net worth of the bidder should also be positive for the last Financial Year. Net Worth of the bidder shall be calculated as follows: 

Net Worth = (Equity + Reserves) – (Revaluation reserves+ intangible assets + miscellaneous expenses to the extent not written off + carried forward losses).

Recently, Odisha Renewable Energy Development Agency (OREDA) implemented the PM-KUSUM Scheme Component-I in order to install Renewable Energy Power Plants (REPP). In the state, 167 solar power pumps had been functional, whereas the rest 317 solar pumps made functional before the deadline.
