Tender Issued for Rooftop Solar Projects Worth 16.6 MW in Odisha

The Government of Odisha will undertake the development of rooftop solar PV power projects with a proposed capacity of 16.653 MW in 17 cities of the state.

The Government of Odisha (GoO), with a view to develop a market for rooftop solar projects and with the objective of promoting solar energy in the state, has decided to undertake the development of grid-connected rooftop solar PV power projects with a proposed capacity of 16.653 MW on pre-selected government buildings in 17 cities of the state.

The cities that have been selected are Hirakud, Rourkela, Baripada, Burla, Balasore, Sambalpur, Balangir, Bhadrak, Bhubaneswar, Nabrangpur, Jeypore, Koraput, Sunabeda, Brahmapur, Chatrapur, Khurda, and Puri.

The Green Energy Development Corporation of Odisha Limited (GEDCOL), which is a 100 percent subsidiary of the Odisha Hydro Power Corporation Limited, has been designated as the principal implementation agency for conducting the bid process for the selection of the developer(s) for the development of the project.

As per the tender documents, the projects will be developed through the public-private partnership (PPP) route on a Build – Own – Operate (BOO) basis, the scope of work for the developers will also include undertaking the operation and maintenance (O&M) services for a period of 25 years.

GRIDCO Limited, a GoO undertaking, has been mandated for bulk purchase and supply of power in the state of Odisha and shall be the off-taker of power generated from the Project. And will sign the Power Purchase Agreement (PPA) with the selected bidder for sale of power generated from the Project.

The last date for bid submission is April 17, 2020, and the techno-commercial bids will be opened on April 20, 2020. A pre-bid meeting has been scheduled for March 16, 2020, to address the concerns raised by the prospective bidders.

To be eligible for participating in the bidding process, the bidders would have experience of development and commissioning of grid-connected rooftop solar PV power projects of at least 5 MW capacity as a developer of the project in the past 3 years. Financially, the bidders should have a net worth not less than Rs 25 crore.
