Tender Issued for 40 MW Rooftop Solar Projects in Madhya Pradesh

MPUVNL has tendered for the discovery of tariff and the selection of SPDs for implementation of 40 MW of rooftop solar systems in Madhya Pradesh

Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has issued a tender, inviting bids from eligible bidders, for the discovery of tariff and the selection of Solar Power Developers (SPDs) for the implementation of 40 MW of grid-connected rooftop solar systems at various locations in the state, and for the sale of solar power generated by the systems under RESCO Model.

The grid-connected projects may be allowed under either category I or category III, as defined in the Policy for Decentralized Renewable Energy Systems, 2016, as follows: 

1. Category I: Grid-connected net metered systems; 
2. Category III: Grid-connected systems for consumption within premises with no export of power.

The scope of work for the selected bidders will include the design, engineering, supply, financing, installation, testing and commissioning of the grid-tied rooftop solar projects and then the sale of the solar power under the RESCO Model. The developers will also be required to provide comprehensive operation and maintenance services for the rooftop systems for a period of 25 years from the date of successful commissioning.

The last date for bid submission is February 19, 2021. The techno-commercial bids will be opened on February 22, 2021, and the financial bids will be opened on February 24, 2021. A pre-bid meeting has been scheduled for February 6, 2021, to address the concerns raised by the prospective bidders.

As per the tender, the bidder will be required to quote the first year tariff in the financial bid, considering the provisions of escalation of 3 percent at the start of each operational year (second operational year onwards) till the start of the 25th operational year.

To be eligible for participating in the bidding process, the bidder should have either a minimum net worth of Rs 80 lakhs per MW or a turnover of Rs 2.4 crore per MW of connected rooftop solar PV project for the project group in which bids are submitted.

Recently, Rewa Ultra Mega Solar Limited (RUMSL), a JV of the Solar Energy Corporation of India (SECI) and MPUVNL, had issued a tender to select firms to prepare a Detailed Project Report (DPR) for the development of a 950 MW solar park in Chattarpur and a 600 MW floating solar park in Omkareshwar in the state of Madhya Pradesh.
