Tender for 30 MW Solar Power Projects Issued in Assam

APDCL has issued a tender under the CPSU Phase II program for setting up 30 MW grid-tied solar energy projects across three locations in Assam.

The Assam Power Distribution Company Limited (APDCL) has issued a tender under the Central public sector Undertaking (CPSU) Phase II program, inviting bids from eligible firms for setting up of 30 MW grid-tied solar energy projects across three locations in Assam.

As per the tender, the 30 MW capacity will be developed as 10 MW projects each in the lower Assam zone, central Assam zone, and in the region of Cachar, Karimganj, and Hailakandi. The ceiling tariff for the tender has been set as Rs 3.13 per unit. The power producer will have to quote the capacity utilization factor (CUF) of their project at the time of submission of the bid. The quoted CUF should not be less than 16.21 percent over a year.

Assam 30 MW Solar Projects

The scope of work for the selected bidders will include the design, construction, and supply of solar power generating systems with domestic content requirement (DCR). The Scheduled Commissioning Date (SCD) for the commissioning of the full capacity of the project will be the date as on 18 months from the date of issuance of LoA. The project developer will also be responsible for the operation and maintenance (O&M) of the plants for a period of 25 years from the date of successful commissioning.

The last date for bid submission is January 27, 2019, and the techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for January 17, 2019, to address the concerns raised by the prospective bidders.

All bidders are required to submit an Earnest Money Deposit of Rs 6.55 lakh per MW of bid capacity in all three project sub tenders. Additionally, the bidders will also be required to submit a Performance Guarantee of Rs 16.37 lakh per MW with their bids. The minimum capacity allocated to a bidder shall be 1 MW and the maximum allocation to a single bidder shall be 30 MW.

In October 2019, Assam Power Generation Corporation (APGCL) has issued a tender for the commissioning of a 25 MW solar power plant at the Namrup Thermal Power Station in Assam.
