Second Call For IMC’s 60 MW EPC Solar Project in Madhya Pradesh

Indore Municipal Corp (IMC) has made a second attempt for its planned 60 MW engineering, procurement, and construction (EPC) solar power project at Samraj and Ashukhedi villages in Madhya Pradesh. Earlier, IMC invited the bids for the same tender in September, 2022. The municipality is also seeking to issue India’s first municipal green bonds to fund this project.  

The last date for submitting a bid is December 16, 2022, till 05:30 pm & the bid will be opened on December 17, 2022, at 05:30 pm. 

This IMC 60 MW solar tender includes the scope of work in design & engineering, manufacture/procurement, supply, installation, testing, and commissioning including warrantee obligation with ten (10) years of comprehensive operation and maintenance. 

According to the tender document, the estimated project cost is Rs. 50,000. The stipulated completion time is fifteen months from the award. The completion period of this solar project is 15 months from the Letter of Acceptance (LOA) to the actual commercial operation date of the project. The awarded bidder will have to pay Rs. 1.5 crores as an Earnest Money Deposit. The successful bidders also have to submit 5% of the contract value as a contract performance security amount.

The bidders must have completed 100 MW turnkey ground-mounted solar power projects connected to the grid within the previous five years. The projects must comprise transmission line construction, switchyard/substation bay, design, supply, installation, testing & commissioning, operation, and maintenance of grid-connected solar power plants. 

In the previous five financial years, bidders were also required to commission one ground-mounted solar power project with a minimum capacity of 48 MW, two ground-mounted solar power projects with a minimum capacity of 30 MW each, or three ground-mounted solar power projects with a minimum capacity of 20 MW each.

The average annual turnover of the bidder for the last three (3) financial years ending in 2020-21 shall be 200 crores. The net worth of the bidder during the last Financial Year shall be positive. Also, the bidder must have a working capital of at least Rs. 100 crore as of the most recent audited financial statement.
