SECI Tenders for 1200 MW Wind Energy Projects (Tranche-IX)

SECI has issued an RfS for setting up of 1200 MW of ISTS-connected wind energy projects.

The Solar Energy Corporation of India (SECI) has issued a Request for Selection (RfS), inviting bids from eligible parties for the selection of wind power developers (WPDs) for setting up of 1200 MW of ISTS-connected wind energy projects under (Tranche-IX).

The scope of work for the selected bidders will include the design, supply, installation, testing and commissioning of the wind energy plants anywhere in India on a Build Own Operate (BOO) basis. The developers will also be responsible for the connection of the project to the ISTS network.

The last date for bid submission is November 5, 2019. A pre-bid meeting has been scheduled for October 4, 2019, to address the concerns raised by the prospective bidders. The date and time of the opening of the financial bids will be informed to the technically accepted bidders later.

The bid processing fee (non-refundable) for the RfS is Rs 5 Lakh (+18 percent GST) for each project from 50 MW up to 99.9 MW capacity, and Rs 15 Lakh (+ 18% GST) for each project from 100 MW capacity and above. All bidders must also submit an Earnest Money Deposit of Rs 6 lakh per MW of bid capacity.

SECI shall enter into a Power Purchase Agreement (PPA) with the WPDs for a period of 25 years from the date as per the provisions of PPA. The maximum tariff payable to each WPD is fixed at Rs 2.85/kWh for the entire term of 25 years. The bidders will be free to avail fiscal incentives like Accelerated Depreciation, Concessional Custom Duties, Tax Holidays, etc. available for such projects as per prevailing conditions.

As per the RfS, Projects under construction, projects which are not yet commissioned and projects already commissioned but not having any long-term PPA with any agency and selling power on short-term or merchant plant basis will also be considered, in case these projects are not already accepted under any other central or state schemes and do not have any obligations towards existing buyers.

The minimum cumulative project capacity quoted/awarded under the RfS will be 50 MW and the maximum cumulative project capacity awarded under the RfS shall be 600 MW. For a single project, the project capacity shall remain in between 50 MW and 300 MW.

To be eligible, the net worth of the bidder should be equal to or greater than Rs 1.24 crore per MW of the quoted capacity, as on the last date of previous Financial Year. And a minimum annual turnover of Rs 60 lakhs/MW of the quoted capacity.
