SECI, a Miniratna CPSU under the Ministry of New & Renewable Energy, has issued an RfS for the selection of hybrid power developers for setting up of 2000 MW ISTS-connected wind-solar hybrid power projects in India under Tariff-Based Competitive Bidding (SECI Tranche-VII).

The tender fee is INR 29500. The tender EMD is INR 1469000.

The last date to submit bids is December 6, 2023. Bidding opens on December 7, 2023.

Part commencement of supply of power from the project shall be accepted by SECI/buying entity(ies) subject to the condition that the minimum capacity for acceptance of first part shall be 50% of project capacity or 50 MW.

As per the tender document, in the hybrid project, the rated power capacity of one resource (wind or solar) is to at least 33% of the contracted capacity.

To qualify, a bidder must have a minimum annual turnover of INR 66,53,000/ MW of the quoted contracted capacity during the previous financial year, 2022-23 or as on the day at least seven days prior to the bid submission deadline.

The Ministry of Power has issued the guidelines for Tariff Based Competitive Bidding Process for procurement of power from grid connected wind solar hybrid projects and SECI has been designated as a nodal agency for developing and facilitating the establishment of the grid connected wind solar hybrid power projects.

SECI recently surpassed the milestone of 50 GW aggregate capacity of agreements signed under Power Sale Agreements (PSAs).
