SECI Issues Tender For 300MW Ground-Mounted Solar Project At Ramagiri In Andhra

The Solar Energy Corporation of India (SECI) has issued a tender for a 300 Megawatt (MW) AC ground-mounted solar photo voltaic project at Ramagiri in Andhra Pradesh. The tender said the company winning the bid would also have to ensure operations and maintenance for the initial five years.

The SECI planned the domestic, competitive bidding tender for a single stage two envelop e-bidding, which will be followed by e-reverse auction under e-tendering. The developer under the tender will have to look into the design, engineering, and supply (except solar modules), and undertake construction, erection, testing, and commissioning of the plant.

As per the tender details, the supply of modules is under the scope of the owner. SECI has fixed the pre-bidding date at April 25, 2023, and the final date for submission of the hard copy of the bid stood at April 26, 2023. The tender has fixed the bank guarantee price at 3 percent of the contract price.

The tender said that the owner, as defined in the bid data sheets, intended to finance the package through domestic funding and own resources. The bid has been confined to only domestic players, and the bid would be open for bidders registered within the owner’s country. SECI has fixed the cost of tender processing fees at Rs 25,000. It also said that the tender’s earnest money deposit (EMD) stood at Rs 8.91 crore.

Under this project award, the SECI wanted the bidders to take care of the design, Procurement & Supply, and erection of– Module mounting structures and fasteners. It also included installation, Erection, Testing, and Commissioning of Modules (as supplied by the owner) and demonstration of the performance parameter. It also asks for all associated electrical works and equipment required for interfacing line/ cable (i.e., transformer(s) – power and auxiliary, breakers, isolators, lightning arrestor(s), LT/other panels, protection system, cables, metering etc., but not limited to) as per technical specifications among others.

SECI is already executing such solar projects under the “Central Public Sector Undertaking (CPSU) Scheme Phase-II (Government Producer Scheme) for setting up 12,000 MW grid-connected Solar Photovoltaic (PV) Power Projects by the Government Producers with Viability Gap Funding (VGF) support for self-use or use by Government/Government entities, either directly or through Distribution Companies (DISCOMS).
