Seci Issues RfS For Solar Developers To Set Up 500 Mw and 250 MW Solar Projects In Rajasthan

Solar Energy Corporation of India Limited (SECI) has released request for selection (RfS) for developers to set up Grid connected Solar PV Projects of 500 MW and 250 MW in Bhadla, Rajasthan under NSM Ph-II, Batch-IV, Tranche-VIII and Tranche-IX respectively.

Interested bidders have to download the official copy of RfS & other documents from TCIL website. SECI notes that the bidder shall only be eligible to submit/upload the Response to RfS after logging into the TCIL portal and downloading the official copy.

Last date for date and time of receipt of bid for 250MW and 500 MW solar project is 22-Dec-2016 and 23-Dec 2016 respectively.

Prospective Bidders interested to participate in the bidding process are required to submit their Project proposals in response to this RfS document along with a non-refundable processing fee. A bidding Company/ Consortium will be eligible to participate in the bidding process only on submission of Bid processing fee and cost of RfS documents.

Maximum Eligibility for Project capacity allocation for a Bidder

Following conditions shall be applicable to the Bidders for submission of bids against this RfS:

  • A bidder including its Parent, Affiliate or Ultimate Parent or any Group Company can only submit a single application for all 5 projects in the solar park in the prescribed formats as detailed in Clause 3.22 giving details of the projects. A bidder can submit their project proposals in Part-B (Open) only.
  • The total projects to be allocated to a bidder including its Parent, Affiliate or Ultimate Parent or any Group Company shall be limited to 5 projects under the Part-B (Open) only.
  • Multiple bids from same company including its Parent/ Ultimate Parent /Affiliates/Group Companies shall make all the bids submitted by the group invalid.
  • The evaluation of bids shall be carried out as described in Section 4. The methodology of allocation of projects is elaborated in section 4 and Section 7.
  • In case the bidder wishes to set up more than one project, then the Projects would need to be physically identifiable with separate boundary wall, separate injection points and metering arrangement.

It is worth mentioning that The Pre-bid meeting for Selection of Grid connected Solar PV Projects of 500 MW (Part-B) in Bhadla Phase-III Solar Park, Rajasthan (RfS No.SECI/NSM/P-2/B-4/RfS/RJ/112016/Bhadla-III dated 08.11.2016) and for Selection of Grid connected Solar PV Projects of 250 MW (Part-B) in Bhadla Phase-IV Solar Park, Rajasthan (SECI/NSM/P-2/B-4/RfS/RJ/112016/Bhadla-IV has been postponed till further notice.
