SECI Issues Amendments for 1.95 MW Solar Tender for Lakshadweep

SECI has issued amendments for its tender seeking solar power developers for setting up of 1.95 MW solar energy plant in Lakshadweep Islands with BESS.

The Solar Energy Corporation of India (SECI) has issued amendments for its tender seeking solar power developers for setting up of a 1.95 MW solar energy plant in Lakshadweep Islands.

SECI had issued the NIT for the project in September for the deployment of a 1.95 grid-connected solar power plant with 2.15 MWh Battery Energy Storage System (BESS) at four different islands of the union territory of Lakshadweep.

The projects will be developed as sub-projects of solar projects and battery storage system packages at Agatti, Kavaratti, BangaRam, and Thinnakara. The project capacities have been mentioned in the following table.

As per the new amendments, a contractor must demonstrate the committed availability factor at the end of every year for undertaking the operation and maintenance (O&M) of the projects. Earlier, regarding the O&M of the projects, SECI had stated that the contractor must demonstrate the committed CUF (Capacity Utilisation Factor) at the end of every year per the commitment made in line with the performance guarantees. Based on the new provisions, the selected bidders will provide 10 years of comprehensive O&M service of the plants from the date of successful commissioning.

The nodal agency has revised the time for the commissioning of the projects at different islands. For the 150 kW solar plant at BangaRam Island and 100 kW project at Thinnakara Island, the commissioning timeframe has been amended to 12 months from the previous timeline of six months. The commissioning timeline of 12 months for the 300 kW Agatti Island and the 1400 kW Kavaratti Island will, however, remain the same.

SECI has also revised the format of the Schedule of Rates (SOR) for this tender, which will supersede the earlier format. The SOR-1 has been amended with the addition of the provisions for the breakup of line items regarding BESS and scrap sale clarifications.
