Solar Energy Corporation of India Limited (SECI) has invited bids for the selection and empanelment of solar power developers for setting up grid-connected rooftop solar PV projects on government buildings under the RESCO model (Renewable Energy Service Company Model) through tariff-based competitive bidding.

The last date to submit the bid is November 24, 2022, and the bids will be opened on November 25, 2022.

The Projects shall be set up under the RESCO Model, as defined by MNRE. The scope of work of the SPD, inter alia, includes obtaining a no objection certificate (NOC) from the distribution company (DISCOM) for grid connectivity, complete design, engineering, supply, storage, civil work, erection, testing & commissioning of the RTSPV project including operation and maintenance (O&M) of the project for the term of the PPA. The O&M of the project may include wear, and tear, overhauling, machine breakdown, insurance, and replacement of defective modules, inverters/ power conditioning unit (PCU), spares, consumables & other parts for the PPA term. 

A Bidder, including its Parent, Affiliate or Ultimate Parent or any Group Company shall submit a single bid offering a minimum quantum of contracted capacity of 1 MW and a maximum quantum of 10 MW with each project size being between 100 kW to 500 kW only.

Each interested bidder will have to pay Rs. 6000/- as a tender / Request for Proposal document fee. Also, each bidder will have to pay Rs. nine (9) lakhs per MW as an earnest money deposit (EMD). 

The selected bidder will be required to submit Rs. 1350000/MW as a performance bank guarantee/contract performance security amount. 

The Bidder must have experience in the design, supply, installation & commissioning of grid-connected solar plants of cumulative capacity not less than 50% of quoted capacity in the last seven financial years before the bid submission deadline of this RfS. The Solar PV Power Plants must be commissioned and should be operating satisfactorily for a period not less than 1 year. The last date of bid submission will be the cut-off date for consideration of such experience. 

Along with it, the bidder must have experience in the design, supply, installation & commissioning of at least two grid-connected solar plants of individual minimum capacities of not less than 250kW in the last seven financial years before the bid submission deadline of this RfS. The solar plants and solar systems must be commissioned and should be operating satisfactorily for a period not less than 1 year. The last date of bid submission will be the cut-off date for consideration of such experience. 

The average annual turnover of the bidder should be Rs. 1.8 Cr./MW in the preceding three financial years. The net worth of the bidder should be equal to or greater than Rs. 90 lakhs/MW of the quoted capacity, as of the last date of the previous financial year, i.e., FY 2021-22.
