SECI Floats tender for 44 MW solar projects in Telangana

The Solar Energy Corporation of India (SECI) has issued an EPC tender to invite bids for the development of 44 MW of solar projects, along with 10 years of O&M at Singareni Collieries Company Limited (SCCL), Telangana.

FULL SCOPE OF THE PROJECT: Tender for Design, Engineering, Supply, Construction, Erection, Testing & Commissioning of 44 MW (AC) ground based Solar PV Power Plant at different sites including 10 years plant Operation & Maintenance at Singareni Collieries Company Limited, Telangana, India.

  • Project Completion Period:12 Months
  • Performance Bank Guarantee / Contract Performance Security: 4%

  • Bid Opening Date: Tuesday, 17-05-2022
  • Tender Type: Single Stage Two Envelope; online Bidding system followed by e-Reverse Auction.
  • The Tender Processing Fee and EMD, if applicable is exempted for MSME Vendors registered under NSIC/ Udyog Aadhaar/DIC Category only. In order to avail the exemption in Tender Processing Fee in case of consortium/ JV, all the members should be registered as MSME Vendors under NSIC/ Udyog Aadhaar Category/DIC.

TECHNICAL ELIGIBILTY CONDITIONS:

  • It’s a “Domestic Competitive Bidding” and the bidder should be an Indian company registered in India.
  • IA. The bidder should have experience in EPC execution of Ground mounted Solar Projects on Turnkey basis of Grid connected Solar PV Power Plant of cumulative Capacity not less than 22 MW in the last 7 Financial years as on last date of bid submission.
  • AND
    IB. Out of the above, the bidder should have experience in EPC execution of Ground mounted Solar Projects on Turnkey basis of 2 Grid-connected Solar PV Power Plant Projects having an individual capacity of 5 MW or above in last 7 Financial years as on last date of bid submission.

FINANCIAL ELIGIBILITY CONDITIONS:

  • The Minimum Average Annual Turnover (MAAT) of the bidder in the last three financial years (i.e. FY 2018-19, 2019-20 and 2020-21) should be INR 102,40,00,000/- (Indian rupees One hundred and two crores & forty lakhs only).
  • AND
    The net worth for the last financial year should be positive.
  • AND
    The bidder should have a minimum Working Capital of INR 64,00,00,000/ as per the last audited financial statement. If the bidder’s working capital is inadequate, the bidder should supplement this with a letter from the bidder’s bank, having net worth not less than INR 500 Crores, confirming availability of the line of credit for more than or equal to INR 64,00,00,000/ to meet the working Capital requirement of this particular Project.
