SECI Floats 6.25 MW Rooftop Solar Tender Across 10 Institutes

Solar Energy Corporation of India (SECI) has invited bids to develop 6.25 MW of grid-connected rooftop solar photovoltaic (RTSPV) projects on a Build-Own-Operate (BOO) basis under the RESCO model across 10 educational institutions. The last date for bids submission is May 20, 2025.

The tender stated, “The projects will be implemented across multiple states, including Dr. Hari Singh Gour Vishwavidyalaya in Sagar, Madhya Pradesh; NIT Kurukshetra in Haryana; IIIT Surat in Gujarat; IIM Visakhapatnam and SPA Vijayawada in Andhra Pradesh; IIM Amritsar, Central University of Punjab in Bhatinda, IIT Ropar, and SLIET Longowal in Punjab; and NIFT Raebareli in Uttar Pradesh.”

Bidders, including their parent, affiliate, ultimate parent, or group companies, may submit a single bid offering a minimum of one project and a maximum of all 10, with a cumulative contracted capacity of up to 6.25 MW. Selected bidders are required to furnish a Performance Bank Guarantee (PBG) of ₹3,375 per kW for the total project capacity before signing the power purchase agreement (PPA). The PPA must be executed within nine months after the project’s scheduled commissioning date.

Additionally, successful bidders must pay SECI service charges of ₹1,350 per kW plus 18% GST to cover administrative overheads, coordination with client institutions and government authorities, and commissioning-related expenses.

Scope Of Work

The tender also shared the tentative project capacity (kW). It set a tentative capacity of 350 kW with an EMD of ₹3,15,000 for NIT, Kurukshetra; a tentative capacity of 1,500 kW with an EMD of ₹13,50,000 for IIIT, Surat; and allocated 85 kW with an EMD of ₹76,500.

IIM Visakhapatnam was offered a 500 kW project with an EMD of ₹4,50,000. SPA Vijayawada was offered a rooftop solar project of 300 kW with an EMD of ₹2,70,000. A 350 kW rooftop solar project was also offered to IIM Amritsar with an EMD of ₹3,15,000. This is followed by a 1,000 kW rooftop solar project at CUP, Bhatinda, with an EMD of ₹9,00,000.

Additionally, a 860 kW rooftop project is intended for development at IIT Ropar, offering an EMD of ₹7,74,000; a 960 kW solar project at SLIET, Longowal, with a tentative EMD of ₹8,64,000; and a 350 kW rooftop solar project at NIFT, Raebareli, with an EMD of ₹3,15,000.

SECI rooftop solar tender
