SECI Announces Tender for 1000 MWp Domestically Manufactured Solar Modules SECI Looks for Developers for Setting Up 2000 MW Wind-Solar Hybrid Projects

The Solar Energy Corporation of India (SECI) has issued a tender for the manufacturing, testing, packing and forwarding, supply and transportation of 1000 MWp domestically manufactured solar PV modules with domestically manufactured solar cells.

The last date for submission of bids is August 17, 2023.

The time for completion for the entire 1000 MWp (DC) solar PV module package in total shall be 16 months from the date of the contract agreement / purchase and service order.

The total capacity is divided into 02 (two) packages of 500 MWp each. The bidder may quote either for a single package i.e., 500 MWp or for 02 packages. Bidder can only quote in the multiple of 500 MWp each, maximum up to 1000 MWp and no intermediary package capacities are allowed to be quoted. Ex: Any random package of 400
MWp, 600 MWp, 650 MWp etc. are not allowed under this bidding processes.

The total capacity of 1000 MWp is proposed to be awarded to single/multiple bidders in single/double package/packages. The owner reserves the right to increase or decrease the quoted PV module capacity by ±10% at the time of placing of the order on the same price, terms, and conditions of the contract.

The owner reserves the right to place a repeat order up to an additional quantity of 5% (five percentage) of awarded PV module package capacity on the same price, terms, and conditions of the contract, during the currency of the contract by providing suitable extension in delivery period for the additional quantity. The supplier shall supply 0.5% of the awarded package capacity as mandatory spares in addition to the awarded package.

The tender mandates use of both Solar Photovoltaic (SPV) Cells and modules manufactured domestically as per specifications and testing requirements fixed by MNRE. For the supplies to be done under this tender, both the solar cells and modules must be made in India and modules shall be from the manufacturers listed in ALMM List, published and updated by the MNRE from time to time.

In case of Crystalline Silicon Technology, all process steps and quality control measures involved in the manufacture of the solar cells and modules starting from wafers until final assembly of the solar cells into modules shall be performed at the works of PV manufacturers in India.
