REIL Tenders for Manufacturing of 325Wp Poly Solar Modules

REIL has tendered for the rate contract of manufacturing poly crystalline solar modules of 325Wp rated capacity from domestically manufactured solar cells.

Rajasthan Electronics and Instruments Limited (REIL) has issued a tender for the rate contract of manufacturing poly crystalline solar module of 325Wp rated capacity. As per the tender, the modules are to be made from 72 polycrystalline silicon solar cells which must have been manufactured domestically.

The last date for bid submission is August 20, 2020, and the techno-commercial bids will be opened on August 21, 2020. All prospective bidders are required to submit an Earnest Money Deposit of Rs 10 lakh along with their bids.

The total quantity is to be supplied within 3-4 weeks from the date of issue of the purchase order, on the partial shipment basis as mutually agreed.

The quantity quoted in the tender is for the supply of 6500 polycrystalline modules, however, REIL has stated that it may increase/ decrease the tender quantity as per its requirement. And the order will be placed on the L1 bidder, but REIL reserves the right to offer L1 rates to other qualified bidders.

The tender goes on to add that the solar cells used for the project, must be manufactured by a domestic (Indian) manufacturer. And the diffusion process on wafers (Black Wafers) should have been carried out in India. However, in the case of the solar cells used for module manufacturing are procured from foreign manufacturers, rates are to be quoted separately. If Blue Wafers of solar cells are imported, it will be treated as imported cells.

The suppliers must also provide warranty for the modules for a period of 5 years and 6 months from the date of supply against manufacturing defect and must provide free replacements. Further,  the PV Module must be warranted for their output peak watt capacity, which should not be less than 90 percent at the end of 10 years and 80 percent at the end of 25 years. Free replacements are also to be provided against non-performance.

Only offers received from original PV module manufacturer based in India shall be approved. And the vendors should have manufacturing facilities with a minimum of 50 MW per annum PV module production capacity.

To be eligible, the vendor should have manufactured and supplied cumulative of 5 MW mono or multi modules of 325Wp or above capacity during the last 1 year, and they should have manufactured and supplied modules built up using indigenous solar cells of power rating of 325Wp or above which must have been in successful operation for at least 24 months as on June 30, 2020.
