Railways Tender for 500 MW Solar Power Consultancy

IRCON Renewable Power has issued a tender inviting bids to hire a project management consultancy (PMC) for solar power projects of capacity of 500 MW at Pavagada in Karnataka. IRCON Renewable Power is a subsidiary of the central government owned IRCON International. It’s a PSU of the railways.

The IRCON tender document reads that the last day for application is February 2, 2023 and bids will be opened next day. The bid participation fee is kept at Rs 20,000 and earnest money deposit is Rs 7,96,200.

IRCON says that the entire cost of the tender work is about Rs 5.57 crore and the winner of the tender will have to complete the work by September, 2024. A performance security of 3 per cent of the work cost should also be submitted by the selected PMC.

The IRCON tender reads that the scope of work entails the selected PMC to provide project management services, monitor project progress, prepare project related reports, monitor project work quality, health, safety and the environmental compliances (QHSE), monitor procurement plans and issue required certificates for work completion and material delivery certificates.

The IRCON tender doesn’t require MSEs registered under Udyog Adhaar Memorandum are not needed to submit tender fee and earnest deposit fee. The tender also asks bidders to have at least seven years of experience working with solar developers and EPC contractors as project or consortium management consultants for at least one solar power project in India that would have a minimum capacity of 50 MW. The cumulative capacity needs to be 1200 MW at least.

Recently, the Ministry of Railways also invited a request for proposal (RFP) for the supply of grid-connected solar power plants at 7 stations of the Mumbai division: Sion, Vasind, Kopar, Ambivili, Karjat, Datiwali, and OHE workshop Kalyan. Eastern Railways’ Malda Division also floated a solar tender for the installation of 3MW on grid roof /shed top/ on the railways vacant land under the PPP model at the different locations.
